REPLACEMENT OF WINDOWS IN GOMEL AND MOGILEV OBLASTS

Contract No. PCRP/ICB/07/03

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 705 of June 30, 2007.

2. The Republic of Belarus has received a loan from the International Bank for Reconstruction and Development toward the cost of Post-Chernobyl Recovery Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for Replacement of windows in Gomel and Mogilev oblasts, PCRP/ICB/07/03.

3. The RUE “Belinvestenergosberzhenie”, duly authorized to manage the above Project now invites sealed bids from eligible and qualified bidders for Replacement of windows in Gomel and Mogilev oblasts. The works includes replacement of windows and doorway fillings in Gomel and Mogilev oblasts in two lots. Works under the contract shall be finished till December 31, 2008.

Bidders may bid for one or more lots under this invitation. Each lot shall be evaluated and contract awarded separately to the firm offering the lowest evaluated total price for each lot.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from RUE “Belinvestenergosberezhenie”, and inspect the Bidding Documents at the address given below
from 9.00 AM to 6.00 PM. local time on the normal business days

6. A margin of preference for certain goods manufactured domestically shall not be applied.

7. A complete set of Bidding Documents in English and Russian may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee 100 US Dollars or equivalent in Belarusian Rubles at exchange rate fixed by the National Bank of the Republic of Belarus on the date of payment. The method of payment will be Bank Transfer to the following account:

The Bidding Documents will be sent by courier mail or (at the bidder’s option) may be received by a bidder’s representative at the office of RUE “Belinvestenergosberezhenie”at the address specified below.

8. Bids must be delivered to the address below at or before 12.00 hours local time on February 20, 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person or on-line at the address below at 12.00 hours local time on February 20, 2008. All bids must be accompanied by Bid - Securing Declaration.
