The Government of Fiji has started to implement a comprehensive telecom/ICT sector reform and development program which entails, inter alia the liberalization of the telecommunications market. As Fiji transitions towards a competitive and increasingly dynamic telecoms sector with multiple operators, the Government has requested further assistance from the World Bank to develop its institutional capacity and technical skills. The Government is seeking assistance to strengthen the sector Ministry’s policy/technical capacity, develop regulatory capacity, as well as to design and implement a rural telecommunications program. The broad objectives of such an assistance program would be to: (a) facilitate the transfer of legal, regulatory, and technical expertise to support the establishment of fully-functional oversight institutions for telecommunications and information and communications technology (ICT) in Fiji; and (b) assist the government in implementing a sustainable, self-financing program for telecoms/ICT access in rural and remote areas and outer islands. The specific objectives are to: (a) support sector policymaking capacity, by strengthening the technical expertise of the sector Ministry, and other relevant agencies, and provide exposure to international best practices; (b) strengthen the legal, technical and economic skills of the proposed regulatory authority in the area of telecommunications and ICT; (c) advise on the design and implementation of a rural telecommunications development program; and (d) provide modest seed capital for a proposed rural telecom fund to demonstrate the "smart subsidy" approach. In this context, the World Bank is seeking an experienced telecommunications regulatory specialist to: (a) assist it in advising the Government on development of new telecommunications regulations and best practices in Fiji, and (b) assist in the detailed design of the above-mentioned medium-term capacity-building program. This assignment will be carried out for six months between January 2008 and July 2008.

The World Bank intends to finance the assignment/services described below under a trust fund from the Pacific Facilities III (TF055181).


Individual/Firm Profile:
The consultant should be an individual or an individual expert proposed by a firm.

Submission Requirements:
The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
Consultants may associate to enhance their qualifications.

Interested consultants are hereby invited to submit expressions of interest.
