1.This invitation for bids follows the general procurement notice for this
project that appeared in Development Business on 5th May 2007
2.The Fiji Electricity Authority (FEA) has applied for a loan from the
International Bank for Reconstruction and Development (IBRD) and has a
signed loan with the European Investment Bank (EIB) towards the cost of
Nadarivatu Renewable Energy Project and intends to apply part of the
proceeds of this loan to payments under the following contracts:
- FEA/NHP - 01, EPC Contract for Civil Works - MR 77/2007
- FEA/NHP - 02, EPC Contract for Powerhouse & Transmission Works - MR
78/2007
Bids for both of these contracts are being invited simultaneously under
separate bidding documents. Bidders may bid for one or both of the
contracts. Bidders wishing to offer discounts in case they are awarded
more than one contract will be allowed to do so, provided those discounts
are included in the Letter of Bid.
3.The FEA now invites sealed bids from eligible bidders for the FEA/NHP-01
EPC Contract for Civil Works - MR 77/2007. Brief descriptions of the works
are as follows:
- Establishment and operation of a construction camp
- Korolevu Weir to be constructed on the Sigatoka River. The weir will
consist of:-
- Concrete gravity weir structure (including 135,000m³ of excavation,
construction of 35,000m³ of concrete).
- Three radial spillway gates.
- Two low level sluice gates.
- One residual flow control valve.
- Control building and appurtenant facilities.
- Nadarivatu Water Conveyance System. This will consist of:-
- An intake structure comprising screens, intake gate, stop logs and
screen cleaner, located adjacent to the Korolevu Weir structure.
- Either:-
- Conveyance option 1 "Tunnel - Tunnel" comprising 1936 m long low
pressure tunnel, surge/drop shaft, 1349m long high pressure tunnel and
tunnel discharge isolating valve.
- Conveyance option 2 "Tunnel - Penstock" comprising 1936 m long low
pressure tunnel, surge chamber, tunnel discharge isolating valve and 1448m
long high pressure penstock.
- Project wide roading (excluding transmission line road only) and
maintenance of public roads throughout the project duration
- and other works as described in the bid documents and related project
drawings as posted on the FEA tender website www.evalua.com.au/fea
4.Bidding will be conducted through the international competitive bidding
procedures specified in the World Bank's Guidelines: Procurement under
IBRD Loans and IDA Credits, and is open to all bidders from eligible
source countries as defined in the guidelines.
The Contract will be awarded to the Bidder whose offer has been determined
to be the lowest evaluated bid and is substantially responsive to the
Bidding Document, provided further that the Bidder is determined to be
qualified to perform the Contract satisfactorily
Qualification requirements include:
- Eligibility of the Contractor in terms of nationality, conflicts of
interest, bank eligibility etc
- Historical contract performance, including pending litigation
- Financial Situation
- Proven Experience in design and construction of
-Works within rivers
- Construction of large dams
- Manufacture and installation of hydraulically operated radial gates
- Construction of tunnels
- Construction of Penstocks
- Design of high head power schemes
5.Interested eligible bidders may obtain further information from FEA and
inspect the bidding documents at the address given below from 16th
November 2007 and thereafter between the business hours of 0900 to 1600.
6.A complete set of bidding documents in English may be purchased by
interested bidders on the submission of a written application to the
address below and upon payment of a nonrefundable fee of FJ$500. The
method of payment will be direct deposit into FEA bank account number
ANZBFJFX 2414942, ANZ Bank, Suva, Fiji Islands. The document will be sent
by courier.
7.Bids must be delivered to the address below at or before 1100 hours Fiji
Standard time on Friday 14th March 2008. All bids must be accompanied by a
bid security of US$400,000 or equivalent in freely convertible currency.
Late bids will be rejected. Bids will be opened in the presence of the
bidders' representative who choose to attend at the address below at 2pm
Fiji Standard Time on 14th March 2008.
