The Government of Dominica (GoCD) has received financing from the Agence Française de Développement (AFD) towards the cost of the Roseau – Melville Hall Road Upgrading Project. GoCD intends to apply a portion of the funds to eligible payments under the contract(s) resulting from the bidding for which this prequalification is conducted.

GoCD intends to prequalify contractors for the following project :
LOT 2: Pond Casse to Hatton Garden and Hatton Garden to Melville Hall Sub-Sections.

The project includes widening, re-alignment and resurfacing of approximately 31 km of surfaced roadway together with related bridge and drainage system works. Other features include miscellaneous slope stability measures and sea defence structures.

Applications for prequalification are open to private Contractors of any nationality and once prequalified firms will be invited to submit tenders. The main requirements for prequalification will include:

 An average annual turnover of at least 18.5 million euros;
 A demonstratable cash flow including access to credit of 3.0 million euros;
 Experience as prime contractor in the construction of at least 2 assignments of a similar nature and complexity to the proposed project during the last 5 years;
 A project manager who is fluent in English and with adequate experience in managing work equivalent in nature and volume.

Requests must clearly state:

‘Request for Prequalification Document for LOT 2: Pond Casse to Hatton Garden and Hatton Garden to Melville Hall Sub-Sections’

GoCD will promptly dispatch the document but under no circumstances will GoCD accept responsibility for late delivery or loss of the submitted documents.

Submissions for prequalification shall be in English and must be received in a sealed envelope cleary marked:

‘Application to Prequalify for LOT 2: Pond Casse to Hatton Garden and Hatton Garden to Melville Hall Sub-Sections’

Applications must be either delivered by courier, by hand or by registered mail to the address below no later than 11.00 AM local time on November 30, 2007. No electronic applications will be accepted.

GoCD reserves the right to accept or reject late applications.

Applicants will be advised in due course of the results of their applications. Only Contractors and Joint Ventures prequalified under this procedure will be invited to to bid for the project.

Invitations for bidding are expected to be released in January, 2008
