GENERAL PROCUREMENT NOTICE
AVIAN INFLUENZA CONTROL PROJECT

The Government of Nepal, Ministry of Health and Population and Ministry of Agriculture and Cooperatives, have received financing in the amount of US$ 18.20 million equivalent from the International Development Association towards the cost of the Avian Influenza Control Project, and it intends to apply part of the proceeds to payments for goods, works, related services to be procured under this project.
The project includes the following main components

Part 1: Animal Health: This component will support national prevention and control strategies and will finance activities for: (i) enhancing avian influenza prevention and preparedness capability; (ii) strengthening veterinary services, disease survelliance and diagnostic capacity and (iii) strengthening avian influenza control programs and outbreak containment plans, and improving bio-security in poultry production and trade.

Part 2: Human Health: This component aims to prevent a human influenza epidemic caused by HPAI and in case this cannot be prevented, reduce its impact through: (i) year-round (ii) building laboratory capacity (iii) prevention and containment activities (iv) curative interventions, including case management and antiviral drugs, in the even that human infections occur.

Part 3: Communications: Information and communication activities related to Part 1 and Part 2 of the Project aimed at safeguarding human health and improving public awareness and information on avian influenza issues.

Procurement under this Project will consist of the following:
I. Goods:
• Air Handling Units and other equipment for BSL2 and BSL3 Lab., Chemical and reagents; other Lab. Equipment, surveillance kits, AI vaccines, Personal Protective equipment ( PPE).(ICB)
• Fumigating equipments (ICB)
• Drugs, Vaccine, Pharmacological and Consumable Goods
• Four wheel Vehicles (ICB)
• Computer (Desktop and Laptop) and Peripheral Accessories (NCB),
• Office equipments
• Deep fridge and Refrigerators (NCB)
• Motorcycles (NCB)
• Generators ( NCB)
• Media Solution for collection and transportation of equipments (NCB)
• Laboratory Equipment and Supplies including those required for BSL-2 and BSL-3.
II. Works:
• Construction of BSL3 Lab. (ICB)
• Renovation of BSL2 Lab. and Quarantine Check posts (NCB)
III. Services:
• International experts in the fields of epidemiology, surveillance networking, animal quarantine GIS, BSL3 Lab design and supervision, laboratory Techniques and laboratory management, virology Specialist, and IEC..
• National Experts in the field of Animal Quarantine Export, Bio- Medical Engineer, Laboratory Techniques Specialist and Procurement Specialist.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits May 2004 revised October 2006), and is open to all bidders from eligible source countries as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, revised October 2006.
Specific procurement notices for contracts to be bid under the World Bank's international competitive bidding (ICB) procedures will be announced, as they become available, in UN Development Business and/or technical magazines, newspapers and trade publications of wide international circulation and in National news papers.
