Strong communication skills, interpersonal skills, proven ability to work positively and sensitively with all levels of staff, managers, clients and other stakeholders in a multi cultural environment is required. Knowledge of World Bank operational, procurement and financial management policies and procedures. Excellent computer skills and working knowledge of databases. Skills in delivering effective training and conducting presentation in large and small group as well as individual settings is an advantage.

Education/ Training:

Tertiary qualification up to Masters or equivalent in Engineering or a related and relevant field is required for the position. Equivalent work directly related to World Bank and/or external experience will be considered.

Experience:

More than 10 years practical experience in project management; supervisory or management experience required. Working experience in Fiji is essential.

Experience in developing and maintaining a database.

Experience in delivery of training and group facilitation.

Vacancy: Management Consultant, GEF-SEFP project

Introduction:

The Department of Energy in the Ministry of Transport, Works and Energy and the World Bank recently entered into an Agreement which will support the financing of renewable energy based electricity supplies and energy services for rural communities in Fiji.

Drawing on the good renewable energy endowments found in Fiji, such as Solar PV (Solar Photo Voltaic), Pico-Hydro and Biofuels, (coconut oil), the Grant Agreement will provide support to individual households and small enterprises to buy, install and maintain these renewable energy products, and provide services to increase the efficient use of energy.

The Grant Agreement is part of the World Bank’s Sustainable Energy Financing Project (SEFP), a $USD 9.5 million project funded by the Global Environment Facility (GEF) and approved by the World Bank Board of Executive Directors on 12 June 2007. The project will fund renewable energy supplies for rural communities in Fiji, Papua New Guinea, Vanuatu, Fiji and the Republic of the Marshall Islands and its duration will be over 10 years.

Project Execution:

The technical implementation of the project will be executed within the participating countries by their respective Executive Agencies (EA) and Fund Manager. In Fiji, the Executive Agency is the Ministry of Transport, Works and Energy while the Fund Manager will administer the Risk-Sharing Fund component of the Project. The general duties of the EA will be as follows:
• Implementation of SEFP in country, including liaising with local Participating Financial Institutions (PFIs);
• Handling all technical assistance procurement in compliance with World Bank and local procurement requirements;
• Managing all technical assistance contracts; and
• Submitting periodic reports on the performance and status of the project components.

To execute its responsibilities the EA will be assisted by a Management Consultant (MC). For this function, the Department of Energy is seeking a suitably qualified candidate to fill the position of Management Consultant.

Job Summary:

The MC will work closely with the Department of Energy (DOE) in the Ministry of Transport, Works and Energy in the execution of the project. Together with DOE, the MC will verify ex post that all the transactions performed by the PFI under the scheme are in accordance with the required eligibility criteria and best practices. As part of the Participant Monitoring Scheme (under component 3 of this Project), the MC will also collect and process (twice a year for the first three years) surveys filled out by program participants. The MC will prepare quarterly reports to be submitted to the World Bank.

Job Duties:

• Handling all procurement in compliance with World Bank/ GEF and relevant Government requirements;
• Monitoring and quality control of the Project. This should include approval of MSEs and formal village institutions, requesting business and financial support under the scheme;
• Preparing and updating regularly the Approved Product Catalogue of sustainable energy efficiency equipment;
• Monitoring and facilitating regular audits for the technical and financial activities under EA/MC control;
• Administration of the participant monitoring scheme, under which households, who borrow for the purchase of solar PV or other sustainable energy equipment will receive the equivalent of one month repayment for two survey reports during each of the first three years of borrowing. The reports will describe in detail the borrowers experience with the project and, incase of individual borrowers, the impact of the project on social and economic aspects of their life;
• Implementing the communication plan and supervise the training of end users;
• Submitting to the World Bank quarterly reports on the performance of the project;
• Maintaining a database of eligible MSEs, formal village institutions and RESCOs; and
• Maintaining a database of the status of the project.

Job Conditions:

The position requires the ability to effectively plan, monitor and coordinate activities as per guidelines provided by the World Bank and in relation to the procurement of equipment, auditing of technical and financial accounts, maintaining a database and preparation of reports, as and when required by both the EA and the World Bank. The position will involve traveling to remote rural communities and liaising with stakeholders.
