SECTION II.B: OBJECT OF THE CONTRACT (SUPPLIES OR SERVICES)
II.1) TITLE ATTRIBUTED TO THE CONTRACT BY THE CONTRACTING AUTHORITY:
Supply of Boilers and Associated Heating Products to Properties and
Structures Owned and Managed by Social Housing Providers.
II.2) TYPE OF CONTRACT AND PLACE OF DELIVERY OR OF PERFORMANCE: Supplies.
Main place of performance or of delivery: Social housing providers located
in South East England.

II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR
SERVICES: The South East Consortium (SEC) and its current and future
members; individually and jointly wish to establish four year non-binding
framework agreements for the supply of Boilers and associated heating
products to social housing, sheltered accommodation and other properties
as owned / managed by current and future SEC members and procurement
partners ("Partner Organisations") at the locations described at II.2
above and II.7 below. Work will be split into two lots as follows: the
supply and manufacture of Boilers; and the supply and distribution of
Boilers and associated Heating Systems and other sundry items. A separate
Prior Information Notice and Contract Notice will also be issued for Gas
Servicing and Servicing of Heating Appliances, Heating Installation and
Boiler Replacement Services (on a supply and fit basis). The contracting
authority, The South East Consortium (SEC) is a consortium of social
landlords with properties located around the South London and Kent areas
of South East England. SEC members include but are not limited to West
Kent Housing Association, Town and Country Housing Group Limited,
Maidstone Housing Trust Limited, L&Q Threshold Homes, Shepway District
Council, Russet Homes Limited, MHS Homes Limited, Keniston Housing
Association Limited, Kelsey Housing Association Limited, Eastbourne Homes
Limited and Amicus Horizon Group Limited (comprising Swale Housing
Association Limited, 1066 Housing Association Limited, Rother Homes
Limited, Southern Horizon Housing Limited and South London Family Housing
Association Limited); as well as their subsidiaries and future members.
The SEC collectively manages over 75,000 properties. The combined
purchasing power of The South East Consortium is circa £285m to March
2011, of which the Decent Homes spend is £117.5m. The key objectives of
the South East Consortium are as follows: a. to reduce prices of
procurement and supply for the same or better quality of product and work;
b. identify efficiencies in project management and administration
processes; c. to promote and stimulate strategic partnering within The
Consortium through long term relationships with suppliers including
collaborative working, timely payments and engaging with the supply chain;
d. improve the work quality whilst reducing future maintenance demands; e.
improve delivery of services to tenants through less disruption, fewer
issues, improved customer care and communication; f. provide a clear
demonstration that cashable savings made will be used to improve service
delivery and customer care; g. effectively engage the local and regional
construction market to better manage demand and mitigate upward pressures
on price; h. increase the pool of skilled labour in the construction

II.7) ADDITIONAL INFORMATION: The Framework Agreements will be managed by
SEC; it’s current and future individual members. All partners (current and
future) of SEC will be entitled to call-off individual contracts pursuant
to the frameworks. These contracts will be held, managed and supervised by
the individual organisation making the call-off. Note: The award of the
Framework Agreement will not constitute any guarantee of work. Expressions
of interest are sought from suitably experienced companies who would like
to enter into the Framework Agreements. The South East Consortium’s aims
and objectives for the Contractor Framework Agreements are to: a.
Undertake and successfully complete Projects/Term Programmes to improve
the quality of properties owned and managed by SEC members in accordance
with the South East Consortiums’ stated aims and objectives; b. achieve
innovation, greater efficiency and reduced waste by means of collaborative
working; c. achieve measurable continuous improvement of Contractor
performance demonstrated by reference to agreed Key Performance Indicators
(KPI’s); d. demonstrate value for money; e. establish positive
relationships of mutual trust and co-operation with all Contractors and
other parties who contribute to the successful implementation of the
Framework Programme; f. support the local economy by recruiting local
labour and offering training opportunities to local people in particular
South East Consortium members’ tenants; g. minimise the environmental
impact of the activities carried out under this framework by using
sustainable and energy efficient materials, and adopting energy efficient
delivery processes; h. attract Contractor investment in, and commitment
to, longer-term relationships. Further details on SEC and the
organisations that will call-off from the Framework Agreement are included
at Section II.7 below. Valueworks are SEC's chosen supply chain integrator
and have been engaged to assist SEC in carrying out this procurement.

for extension (subject to satisfactory performance) which will result in
those call-off contracts exceeding the expiry of the Framework Agreement.
Note: The award of the Framework Agreement will not constitute any
guarantee of work and is intended to be a non-binding Framework from which
SEC may, or may not call-off. It is SEC's preference to enter into direct
relationships with preferred manufacturers and to utilise a distributor
for stock holding and delivery to site. However, the appointed distributor
may also be asked to supplement these arrangements by supplying goods in
the capacity of a traditional builders merchant.
