Background 1. On March 21, 2007 NOAA posted a pre-solicitation notice (reference number: NE-EK000-5-00033) that identified a revised GOES-R acquisition approach for the procurement of space and ground systems for the GOES-R satellite. This notice explained how NOAA awarded contracts for the Preliminary Design and Risk Reduction (PDRR) phase of GOES-R to three contractor teams in anticipation of a single contract for the spacecraft, ground system, and system integration. However, the Government determined that the spacecraft and ground system will be procured separately. The PDRR contracts ended April 20, 2007, and NOAA and NASA are proceeding with their separate procurements. NOAA will retain overall program management responsibility, acquire the ground system, operate the system following satellite launch, and will be responsible for algorithm development. NASA will award the spacecraft contract, continue to award the instrument contracts, and acquire the launch vehicle under a separate contract. The GOES-R Program office will manage overall systems engineering and integration. 2. On May 14, 2007 NOAA posted a Special Notice (solicitation number: DG133E-07-RP-0068) related to the GOES-R Ground Segment (GS) in which NOAA requested information from potential prime offerors and small business/small disadvantaged business/women and/or veteran owned businesses/hubzone businesses. Contractors who did not submit a response to the request for information (dated May 14, 2007) are not precluded or prohibited from participating in the GOES-R GS acquisition. B. Information for Potential Offerors 1. The Government has reviewed and consolidated questions received in response to the May 14, 2007 Special Notice (solicitation number: DG133E-07-RP-0068). The Governments responses to these questions are provided in an Excel document as an attachment to this announcement. This document is also available through the NOAA GOES-R Program Office Web site at http://osd.goes.noss.gov/ac.php. Please send questions related to the GOES-R GS that have not been addressed by this notice to Kelly Mabe, Contracting Officer, at kelly.mabe@noaa.gov and Mary Petruzzo, Contract Specialist, at mary.petruzzo@noaa.gov. 2. In an effort to promote early interaction among interested vendors, the Government will utilize the FBOs Interested Vendors Module (Bidders List) to promote teaming opportunities. Vendors are advised to read the FBO Vendors Guide for information on this module. The FBO Vendors Guide is available at http://www1.fbo.gov/EPSVendorsManual/VG1-Index.html. The Contracting Officer intends to publish the list of interested vendors at which time all of the information supplied in the registration form (company name, contact information, etc.) will be published on the FBO site. The Government strongly encourages interested vendors to utilize this module.

This is a follow-on to the pre-solicitation notice posted on February 4, 2008 which released the draft RFP for the GOES-R Ground Segment (GS). This notice is issued to release additional draft RFP documents, the GOES-R GS Applicable and the GOES-R GS Reference Document List. The GOES-R GS Applicable and GOES-R GS Reference Document List will be attachments identified in Section J. The GOES-R GS Applicable and GOES-R GS Reference Document List include documents that contain International Traffic in Arms Regulations (ITAR) restricted data. To help ensure compliance with ITAR restrictions, respondents to this notice are requested to send a letter to NOAA certifying that they are aware of and understand their obligations under ITAR and that they will protect ITAR information. The company must certify in their letter that individuals reviewing the materials are US citizens or US Permanent Residents, and must include a list of the individuals that will be reviewing the GS Applicable and Reference documents. The GOES-R GS Applicable and GOES-R GS Reference Document List include documents that are sensitive but unclassified (SBU). Documents identified as SBU information may be requested and released through the process outlined herein although use of the document(s) is restricted to: 1) solicitation DG133E-08-RP-0068 proposal preparations and 2) performance of a resulting contract. Documents identified as SBU shall be protected in accordance with the requirements described in this announcement. To help ensure compliance with SBU restrictions, respondents to this notice are requested to send a letter to NOAA certifying that the organization is aware of and understands their obligations pertaining to SBU information and that they will protect SBU information in accordance with the requirements outlined in the attachment entitled REQUIREMENTS FOR SENSITIVE BUT UNCLASSIFIED: STORAGE, ACCESS, DISCLOSURE, PROTECTION, TRANSMITTAL, AND DESTRUCTION OF SBU.
