The Republic of the Fiji Islands, Solomon Islands, Independent State of Papua New Guinea has received financing in the amount of US$ 2.7 million equivalent from the World Bank /Global Environment Fund (GEF) toward the cost of the Sustainable Energy Financing Project ,and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

The project will provide financial and technical support to remove barriers for households and micro and small enterprises to gain access to sustainable modern energy sources. It will also encourage the wide spread use of small scale renewable energy solutions for electricity use in areas not likely to be served by centralized or decentralized power grids. Financial support by GEF will be provided through a risk equalization scheme (Risk Sharing Fund – RSF), which will spread the relative high initial investment costs into affordable monthly payments. Technical assistance will be provided to support potential borrowers, build capacity in repair and maintenance, build capacity in potential suppliers of renewable energy equipment, and to assist Participating Financial Institutions (PFI) to develop risk mitigation strategies. Consultants’ services would consist of technical assistance to support potential local borrowers, to build capacity in repair and maintenance, to build capacity in potential suppliers of renewable energy equipment, and to assist Participating Financial Institutions to develop risk mitigation strategies. Most goods consist of demonstration models of Solar PVs, IT equipment, software and printing services.

The project is to be implemented through multiple trust fund agreements and implementing agencies. The project is to be jointly supervised by the World Bank and International Finance Corporation (IFC). The Bank will be responsible for Papua New Guinea, Solomon Islands and Fiji. IFC will take primary responsibility for Marshall Islands, Federated States of Micronesia, and Vanuatu. This notice refers to the implementing agencies for the countries that are the responsibility of the Bank.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
