SERVICES: The Department of Health launched a new national health research
strategy - Best Research for Best Health - in 1/2007. It sets out the
government’s health research strategy for England to 4/2010. The National
Institute for Health Research (NIHR) has been tasked with delivering the
implementation plans. 'Bureaucracy busting: Research information systems',
is one of these implementation plans and has been tasked with providing
ICT support for the NIHR as a whole. The NIHR IS Programme ('the
Programme') has been formed to develop a unified IT systems architecture
for researchers and NHS research management.

The Programme welcomes the views of potential suppliers including goods
and services providers, advisers, private and public sector organisations
and organisations developing and deploying open source applications.
Responses to this notice are welcomed in the manner set out at the above
URL preferably before 21.9.2007. Responses should be made as set out at
the above URL and in particular material should not be posted to the
address set out in section I.1. A procurement based on this notice may be
divided into lots and/or be the subject of more than one contract notice,
at the contracting authority's discretion.

VI.1) CONTRACT RELATED TO A PROJECT AND/OR PROGRAMME FINANCED BY

VI.2) ADDITIONAL INFORMATION: Prior to commencing the procurement of
specific goods and/or services for deployment, the Programme is seeking
the views of potential suppliers in order, amongst other things, to ensure
that those organisations which might supply goods and/or services to the
Programme are comfortable with, and capable of delivering, what the
Programme wants. By supplier, the Programme means any potential supplier
of ICT goods or services (including advice) to the Programme. This
includes private and public sector suppliers and organisations developing
and deploying Open Source applications. Accordingly, the Programme has
prepared a market research document to provide potential suppliers with
the Programme’s initial thoughts on what it wishes to procure, and how.
The views of potential suppliers will help ensure the Programme gets the
most appropriate deals from its procurements, and that the selected
suppliers (public and/or private sector) will be comfortable with what
needs to be delivered and how. It should also ensure that the procurements
are as fast and simple to conduct for all parties as possible. Further

section II.7 of this notice.
