The Government of Samoa has received financing in the amount of US$500,000.00 from the Government of Japan through a grant administered by the World Bank toward the cost of the preparation of the Health Sector Management Project – Phase II for the Samoa Health Sector Wide Approach (SWAp), and it intends to apply part of the proceeds to payments for goods and consulting services to be procured under this project. This project will be jointly financed by the Government of Samoa, New Zealand Agency for International Development (NZAID), and the Australian Agency for International Development (AusAID).

The project will include the following components: (i) Health Promotion and Prevention; (ii) Enhance Quality Health Care Service Delivery; and (iii) Strengthen Policy and Regulatory Oversight of the Health System. Consulting services will be required to help the Government of Samoa to prepare the project. These activities will include feasibility studies, detailed designs and social and economic assessments, development of Project implementation plans, carrying out of stakeholder consultations, provision of technical advisory services (including audits). The Trust Fund will also finance limited goods, training and operating costs.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures, if any, and for contracts for consultancy will be announced, as they become available, in UN Development Business and dgMarket, the Samoa Observer, the Samoa Newsline and the Government Savali.

Prequalification of suppliers and contractors will not be required.
