GENERAL PROCUREMENT NOTICE

Public Service performance Enhancement Project (UPSPEP)

1.0 The Government of Uganda has applied for financing in the amount of US$70.0million from the World Bank toward the cost of the Public Service Reform Program (PSRP), and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the United Kingdom, The Republic of Ireland and Denmark .

2.0 The PSRP will have, among other, the following two (2) components:

2.1 The first component will support the implementation of the Government’s PSRP through a Sector-Wide Approach Program (SWAP).
2.2 The second component will support activities intended to foster performance enhancement initiatives on a demand-driven basis through a Performance Enhancement Facility (PEF), which will be clearly linked to Ministries, Departments and Agencies (MDAs) performance improvement plan and demonstration of commitment to organizational transformation.

3.0 Goods and consultancies to be procured Under the PSRP component under International Competitive Bidding include the following;
(i) Consultancy Services for the implementation of results oriented management in the entire Public Service
(ii) Consultancy Services for restructuring and change management
(iii) Consultancy Services to develop and support pay reform, pension reform and pension arrears
(iv) Consultancy services for construction supervision of a Records and Archives Centre
(v) Supply, Installation and Commissioning of an Integrated Personnel and payroll Management System (IPPS)
(vi) Supply of specialized equipment for Records and Archives Centre
(vii) Supply of Motor Vehicles
(viii) Construction of Records and Archives Centre

4.0 Procurement opportunities will be available for goods and services associated with the implementation of the Performance Enhancement Facility (PEF) whose requirements are not yet known but will be publicized as they become available.

5.0 Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

6.0 Procurement of contracts financed by the Cooperating Partners will be conducted through the procedures as specified in the Operations Manual which, with respect to ICB and international consulting assignments, will follow World Bank Procurement Guidelines (World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition) and World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

7.0 Specific procurement notices for contracts to be bid under international competitive bidding (ICB) procedures and for consulting services involving international competitive procedures will be announced, as they become available, in UN development Business and DG Market and Ugandan Local Newspapers.

8.0 Prequalification of suppliers and contractors will be required for the supply, installation and implementation of the Integrated Personnel and Payroll System (IIPS), and the construction of Records and Archives Centre.

9.0 Interested eligible bidders who wish to be included on the mailing list to receive invitations to pre-qualify/bid under ICB procedures, and interested consultants who wish to receive a copy of advertisement requesting expressions of interest for consultancy contracts, or those requiring additional information, should contact the address below.
