AGRICULTURE AND RURAL DEVELOPMENT PROJECT

The Government of Bosnia and Herzegovina has obtained a credit from the International Development Association (IDA) in the amount of US$21.0 million equivalent toward the cost of the Agriculture and Rural Development Project, and intends to apply the proceeds of the credit to payments for goods, works, related services and consulting services to be procured under this Project. The Government of Sweden through its Swedish International Development Cooperation Agency (SIDA) has agreed to co-finance the Project, for which a US$6.00 million equivalent grant will be provided to Bosnia and Herzegovina.

The Project Development Objective is to assist BiH to strengthen the capacity of its State-level and Entity-level institutions to deliver more efficient and effective agricultural services and support programs as well as to make a substantial contribution to an acceleration of BiH’s eligibility to access support under the European Union Instrument for Pre-Accession Assistance for Rural Development (IPARD).

The Project will include following components:

A: Agricultural Information and Institutional Capacity Building. This Component will support the Entity-level Ministries of Agriculture as well as the various State-level agencies serving both Entities to fulfill their respective mandates as planning and policy making institutions. It will help establish agriculture and rural sector information systems to aid sectoral policy and decision making; strengthen state veterinary, food safety and phytosanitary services; strengthen inspectorate capacity; and develop pluralistic, participatory, results-oriented Entity-level agricultural extension programs. It will provide assistance through the following four sub-components; (i) improving agriculture and rural sector information systems; (ii) strengthening state veterinary, food safety and phyto-sanitary services; (iii) strengthening inspectorate capacity; and (iv) strengthening agricultural extension services.

B: Enhanced Agriculture and Rural Development Support Program. This Component will build harmonized, efficient, transparent, and by Project-end, EU IPARD compliant rural development support programs and payment systems. It will help establish rural development program planning and coordination at the State-level, strengthen the Entity-level systems for providing rural development payments; and increase investment grant funds for targeted objectives and areas. It will provide assistance through the following three sub-components: (i) strengthening rural development program planning and coordination; (ii) strengthening the systems for providing rural development payments; and (iii) increasing investment grants for target objectives and areas.

C. Project Coordination, Administration and Monitoring. This Component will build capacity within FBiH Ministry of Agriculture, Water Management and Forestry and RS Ministry of Agriculture, Forestry and Water Management and within the Sector of Agriculture, Food, Forestry and Rural Development under the Ministry of Foreign Trade and Economic Relations to coordinate, administrate, monitor and evaluate the Project.

Procurement of contracts financed by the credit will be conducted through the procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004 (revised October 2006), and is open to all bidders from eligible source countries as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 (revised October 2006).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for large-value consultants’ contracts will be announced, as they become available, in on-line edition of Development Business and in leading local newspapers.
