Issue of an invitation to tender with suspension clause. Award of the
works will take place after signature of the financing agreement.
5. Contracting authority: Ordenador Nacional do FED e Ministro do
Planeamento da República de Angola, Luanda.
Contract specifications
6. Contract description: Rehabilitation of an 87 km-stretch of the
Humbe–Cahama road, involving the following works:
— preparatory activities: demining affected areas, clean-up and ground
clearance,
— road drainage: drains; prefabricated hydraulic passages; kerbstones,
lined gutters, lined descending slopes, concrete lining for ditches;
lining, rockfill and protection against erosion; gabions,
— road rehabilitation: ground levelling; layers of paving; crushed stone
for base or sub-base layers; coating layer; base and wearing course of
bituminous materials; double and single irrigation with asphalt sludge
(sealing irrigation),
— road safety is guaranteed by the use of the following accessories: metal
safety barriers; road signs and road markings.
Environmental aspects, including the interface with the local
geomorphology, will be addressed through landscaping and planting,
finishing work to the road and the expropriated area and rehabilitation of
old roads.
As regards administrative support, logistics, production management and
staff accommodation: installation of the contractor on the works site and
general responsibilities, accommodation, offices and laboratories for the
team of engineers.
7. Number and titles of the lots: There is only 1 lot in this invitation
to tender.
Conditions for participation
8. Eligibility and rule of origin: Participation is open on equal terms
to all natural persons and legal entities (irrespective of whether they
are taking part as individuals or as part of a grouping (consortium) of
tenderers) from the Member States and the ACP countries eligible under the
Lomé III Agreement. All the goods supplied under this contract must
originate in these countries.
9. Grounds for exclusion: Further information on the invitation to tender
procedure can be found in the 'Practical Guide to EDF contract procedures'

10. Number of tenders: Tenderers (including companies in the same group,
other members of the same consortium and subcontractors) can only submit 1
tender for the single lot. Tenders for part of the lot will not be
considered. Tenderers can propose a variant tender in addition to their
tender for the supplies required in the invitation to tender.
11. Tender guarantee: Tenderers must furnish a tender guarantee for 2 %
of the amount budgeted for the contract, when they submit their tender.
This guarantee will be returned to unsuccessful tenderers after the
invitation to tender procedure has been completed, and to the successful
tenderer(s) once the contract has been signed by all parties.
12. Performance bond: Upon signing the contract, the successful tenderer
must furnish a performance bond for 10 % of the contract value in euro.
The bond must be furnished within 30 days of the date on which the
successful tenderer receives the contract signed by the contracting
authority. If the selected tenderer fails to furnish the bond within the
time allowed, the contract will be cancelled and a new contract may be
drawn up and sent to the tenderer whose compliant tender had the next
highest price.
13. Site visit: Candidates must, at their own expense, visit the
different worksites and enclose with their tenders the relevant
certificate of attendance issued by: Unidade Técnica e Administrativa para

14. Tender validity period: Tenderers are bound by their tender for a
period of 90 days from the final date for submission of tenders.
15. Maximum delivery period: Maximum delivery period for the works: 24
consecutive calendar months. This includes an initial 3-month mobilisation
period.
Selection and award criteria
16. Selection criteria: The minimum qualification criteria for tenderers
are as follows:
1. must be a registered company or a natural person with the capacity
needed to carry out the works specified;
2. annual turnover for the past 3 years must have been equivalent to EUR
20 000 000 at least;
3. tenderers who are individuals (in other words, they may have
subcontractors, but they are not a partner in a joint undertaking for the
purposes of this tender) must be capable of carrying out at least 70 % of
the works described in the contract using their own resources. This means
that they must have the equipment, materials, human and financial
resources needed to carry out this percentage of the contract;
4. tenderers who are lead companies in a joint undertaking or consortium,
must be capable of carrying out at least 50 % of the works in the contract
using their own resources, as defined in point 4;
5. tenderers who are the other partners in a joint undertaking or
consortium, (i.e. not the lead company) must be capable of carrying out at
least 20 % of the works in the contract using their own resources, as
defined in point 4;
6. tenderers must have carried out at least 3 projects in the past 5 years
which were similar in their nature, complexity and value to the works
described in this notice. The contracting authority reserves the right to
request copies of the relevant final acceptance documents, signed by the
works supervisors/contracting authorities for the projects concerned;
7. all the principal members of tenderers' staff must have at least 10
years' appropriate experience and recognised qualifications relevant to
works of the type figuring in this project.
17. Award criteria: Price.

18. Procedures for obtaining the invitation to tender dossier: The
invitation to tender dossier may be obtained on payment of USD 200 at the
following address:

Tenders must be submitted on the standard form found in the invitation to
tender dossier, and the format and instructions therein must be strictly
adhered to.
Questions concerning this invitation to tender must be sent in writing,
quoting the publication reference in point 1, to:
