Abstract: TENDER FOR THE SUPPLY AND INSTALLATION OF INFORMATION TECHNOLOGY – IDB-10

Invitation to Tender
The Government of Barbados has secured a loan from the Inter American Development Bank (IDB) toward the cost of an Education Sector Enhancement Programme, and intends to apply a portion of the loan proceeds to eligible payments under the contract(s) for which this invitation to tender is issued.
The Ministry of Education, Youth Affairs and Sports (the Purchaser) now invites tenders for the supply and installation of computers and other equipment. For Lots A, B, C, D, E, F; schools within each lot will be provided with a turnkey technology solution which will provide computers, network devices, peripherals and other audio visual equipment. This equipment must be so connected to allow for communications and resource sharing across a LAN at the school and allow for internet connectivity and communications across the Ministry’s WAN.
For tendering purposes items have been grouped into lots and a responsive tender must include all items within the lot. Tenderers may submit tender for an individual lot, all lots or a combination of lots.
The Purchaser reserves the right to award less than all items in a lot.
All Corporate Bidders must include with their bid a copy of the Company’s Certificate of Incorporation as evidence of the fact that the Company is an existing registered Company as at the date of bid. The Certificate must be in the name of the Bidder. If the Certificate of Incorporation is not included with the Bid at Bid Opening, the Bidder must submit this within two weeks of Bid Opening.
Local tenderers are advised that the Certificate of Incorporation referred to at the paragraph above means a Certificate of Incorporation issued under the 1985 Companies Act of Barbados, or where applicable, a Certificate of Continuance and/or a Certificate of Amalgamation, or a Certificate or Amendment. Certificates must be dated after 31 December 1984.
The Firm that is eventually awarded a contract, if incorporated outside of Barbados must register in Barbados as an External Company under the “Companies Act of Barbados”.
The successful applicant will be required to enter into a contract drawn up by or in a form approved by the Solicitor General or another Legal Officer in the Public Service approved by her. A surety for the due performance of the contract will be required by one of the following methods listed below:
(a) By way of a deposit with the treasury of a sum of money or approved securities to the value of not less than 10 percent of the contract price; or
(b) By way of guarantee issued by a Bank or accredited Insurance Company whose liability shall not be less than 10 percent of the contract price. The cost of obtaining such a surety shall be the responsibility of the Contractor who need not specifically make arrangements for such surety unless and until his tender has been accepted; or
(c) By way of satisfactory personal sureties
Tenderers shall furnish documentary evidence that it meets the following financial requirement(s):
(a) Thirty percent 30 percent of tendered price (in liquid funds) or of current assets.
(b) A declaration of any non-performance of litigation.
(c) Have been in business for at least three years.
Tenderers shall furnish documentary evidence that it meets the following experience requirements:
(a) Experience in projects of equivalent size of the total of the potential contract.
(b) Experience in at least three similar projects in the region.
Tenderers shall furnish documentary evident that the goods it offers meet the following usage requirements:
(a) Life span of at least seven years.
The language of the tender documents is English. Tender documents may be obtained from the first address below, between the hours of 830 hours. and 1630 hours Barbados time, Monday to Friday. Tender documents may be sent to firms electronically or to overseas firms by courier, if so requested, at an additional cost for the courier service. Electronic tendering is NOT permitted
Queries may be directed to the Education Project Implementation Unit. A non-refundable fee of $100 Barbados Dollars or the equivalent in a freely convertible currency must accompany each request for tender documents. The method of payment must be in the form of a certified cheque or an international money order, made payable to the ACCOUNTANT GENERAL, or cash.
Completed tenders, including Price Schedules, Bid Forms and Bid Securities must be placed in sealed envelopes marked Tender for Supply and Installation of Information Technology – IDB-10, and must be delivered to the second address below, not later than 1630 hours. Barbados time Wednesday, 5 September 2007. All bids must be accompanied by a bid security in the form of a bank draft or certified cheque in the following amounts:

Late tenders will be rejected. Bids will be opened at address #2 above in the presence of Tenderer’s representatives who choose to attend at 1030 hours Barbados time on Thursday, 6 September 2007.
The Ministry is not responsible for tenders not received thereof before the time and date specified herein.
Tenders must be placed in the Tender Box located at the Central Purchasing Department, Fontabelle, St. Michael.
No tender will be considered unless it complies with conditions set out in this notice and the tender documents.
The Government does not bind itself to accept the lowest or any tender.
