GENERAL PROCUREMENT NOTICE
REAL PROPERTY REGISTRATION AND CADASTRE PROJECT
Croatia-IBRD Loan No. 4674-HR

This is an update of the general procurement notice published in UN Development Business No. 681 dated 30 June 2006 and in the local newspaper Večernji list of 14 June 2006.

The Government of the Republic of Croatia has received a loan from the International Bank for Reconstruction and Development (IBRD) in the amount of Euro 26 million toward the cost of the Real Property Registration and Cadastre Project. It intends to apply the loan proceeds to payments for goods, works, related services and consulting services to be procured under this Project. This Project has additional financing in the amount of Euro 11.3 million by the European Union (EU) CARDS grants and 7.7 million by the Republic of Croatia State Budget. Bidding for all contracts using IBRD and EU funds will be governed by the World Bank rules and procedures.

The Project includes the following components:
Component A - Real Property Registration System Development;
Component B - Cadastre System Development;
Component C - Inter-Institutional Operations and Information Technology;
Component D - Project Management, Training and Monitoring.

The Project will include the following large-value consultants’ services as well as the items and services to be procured under international competitive bidding:
• Hardware
• Software
• Support for the process of renewing and updating land registers

Procurement of contracts financed by the loan will be conducted through the procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997, and January 1999), and is open to all bidders from eligible source countries as defined in the Guidelines.
Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999 and May 2002).
Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for large-value consultants’ contracts will be announced, as they become available, in UN Development Business, dgMarket and in the local newspaper Večernji list.
Interested eligible bidders who wish to be included on the mailing list to bid under ICB procedures, and interested consultants who wish to receive a copy of the advertisement requesting expressions of interest for large-value consultants’ contracts, or those requiring additional information, should contact Project Implementation Unit.
