General Procurement Notice

The Government of the Democratic Socialist Republic of Sri Lanka has
received a credit from the International Development Association in
the amount of USD 5,000,000 equivalent toward the cost of the Central
Bank Strengthening Project, and it intends to apply the proceeds of
this credit to payments for goods, works, related services and
consulting services to be procured under this project. Bidding for
contracts financed by the International Development Association will
be governed by the procurement rules of the World Bank.

The Central Bank Strengthening Project aims at restructuring the
financial system of the country.

The project will include the following goods, works and services:

- financial services: Strengthening of the Payments system through
the introduction of a Real Time Gross Settlement (RTGS) system,
enhancements of the existing scripless government securities
system and up-grading of the General Ledger system within the
Central Bank (Financial consultancy services)
- Consultancy support for central bank strengthening (Legal,
accounting, auditing, business, management and related services)
- computer hardware and software (Computer equipment and supplies)

Consultancy support for central bank strengthening include, inter
alia: ¨ Human Resource Development ¨ Staff Capacity Building programs
¨ Financial Sector Legal Reforms ¨ Strengthening Foreign Exchange
Management Systems ¨ Strengthening Bank Supervision ¨ Financial Market
Regulation and Development ¨ Various studies related to the Financial
Sector.

Procurement of contracts financed by the credit will be conducted
through the procedures specified in Procurement under IBRD Loans and
IDA Credits[1] of the World Bank, and is open to all bidders from
eligible source countries as defined in the guidelines. Consulting
services will be selected in accordance with Selection and Employment
of Consultants by World Bank Borrowers[2] of the World Bank.

Specific procurement notices for contracts to be bid under
international competitive bidding (ICB) procedures will be announced,
as they become available, in the Development Gateway Market.
