GENERAL PROCUREMENT NOTICE

NORTHERN CORRIDOR TRANSPORT IMPROVEMENT PROJECT

Credit No. 3930 - KE;

This is a further update of the General Procurement Notice previously published in UN Development Business No, 615 of 30 September 2003 and updated in the same publication on 16th February 2006.

The Government of Kenya has received financing in the amount of US$ 207 million equivalent from the World Bank toward the cost of the Northern Corridor Transport Improvement Project and it intends to apply part of the proceeds to payments for goods, works and related services and consulting services to be procured under this project. This project will be jointly financed by the Nordic Development Fund (NDF) and IDA will play the role of Lead Donor. The remaining contracts under the project for which Specific Procurement Notice will be issued in due course include:

Road Transport Component
Consultant Services
- HIV/AIDS mitigation work
- Capacity building and training of staff in the proposed Highways Authorities, Ministry of Roads and Public Works, Ministry of Finance and the Kenya Roads Board
- Consulting services for Feasibility Studies and Detailed Designs for the improvement of the Kenya - Sudan Road Link (approximately 525) km to Engineered Bitumen Standards. The Kenya – Sudan Road Link comprises: (a) Lesseru – Moi’s Bridge – Kitale; (b) Kitale Kapenguria – Marich Pass; and (c) Marich Pass – Lokichogio – Nadapal roads
- 10-year Transport Development Plan and Transport Sector Studies.

Goods Equipment and Vehicles:

- Goods, Equipments and Vehicles for the Materials Research and Development Department (Ministry of Roads and Public Works) and the External Resourcees Ministry of Finance
- Goods and Equipment (Construction Materials, Construction Equipment, ‘Bailey’ Bridges etc) for Emergency Response Units in the Roads Department and Road Authorities.
- Goods and equipment for enhancing safety and security at airports

Civil Works:
- Long Term Performance Based Contracts (LTPBC) covering 300 km of high volume primary roads.
- Improvement of Road Safety Parks and hazardous locations on selected roads.
- Design and build contract for construction of the Airport North Road as dual carriageway (approximately 12 Km)
- Rehabilitation of the Mau Summit – Kericho – Kisumu Road, approximately 156 km.
(a) Mau Summit – Kericho road (B1) – 55 km
(b) Kericho – Nyamasaria road (B1/A1) – 89 km and;
(c) Nyamasaria - Kisumu Airport Turnoff and Kisumu Bypass (B1) - 12 km
- Constuction of Terminal 4 at Jomo Kenyatta International Airport (JKIA)
- Reconfiguration of units 1, 2, and 3 at JKIA


Procurement of Good and Works Contracts financed by the World Bank will be conducted through the procedures as specified in the latest revision of the World Banks Guidelines: Procurement under IBRD loans and IDA Credits and is open to all eligible binders as defined in the guidelines. Consulting services will also be selected in accordance with the World Banks Guidelines: Selection Employments of Consultants by World Bank Borrowers.

Specific Procurement Notices for contracts to be bid under the World Bank competitive biddings (ICB) procedures and for contracts for consultant services will be announced, as they become available, in UN Development Business, ‘dgMarket’ and local newspapers. A 7.5 percent margin of preference shall be accorded to eligible local bidders for civil works as specified in the Development Credit Agreement and set forth in the bidding documents.
