The Government of the United States of America, acting through its Millennium Challenge Corporation (MCC), entered into a $ 175 million, five-year Compact with the Government of Nicaragua (GoN) to promote economic development in the departments of Chinandega and Leon. The Program funds three major projects: i) Road Rehabilitation, ii) Property Regularization and iii) Value-added rural business development with an emphasis on environmental sustainability. Further information regarding the MCC is available on their web site (www.mcc.gov) and information on the Millennium Challenge Account Nicaragua program (MCA-Nicaragua) is available at the web site (www.cuentadelmilenio.org.ni).

The GoN, operating through its implementing agency MCA-Nicaragua, intends to implement the third procurement plan, corresponding to the third semester of the Program in the following manner:

PROCUREMENTS FOR JULY – DECEMBER 2007
Estimated Value Amount: U$ 95 million
PROCUREMENT OF GOODS (not limited to): Vehicles, IT Equipment, Office Supplies, Office Equipment, Office Furniture, Promotional Materials, Communication Materials, and materials for forestry activity and rural business development.

PROCUREMENT OF CONSULTANCY SERVICES:
• Contract firms for consultancy services related to, but not limited to, technical assistance, communications campaign, physical demarcation of protected areas, preparation of business plans, certifications, designing strategies and methodologies.
• Contract individuals for consultancy services related to, but not limited to, designing data bases and information systems, monitoring, evaluating, training, supervision, technical assistance, and design of business plans.

PROCUREMENT OF WORKS (not limited to): Construction of roads, building remodeling and construction, and works for rural business development.

PROCUREMENT OF NON-CONSULTANCY SERVICES (not limited to): Radio and television spots, transportation of plants, printing services, and various maintenance and repair services.

PROCUREMENT OF LOGISTICS FOR TRAINING AND WORKSHOPS (not limited to): logistical services for the development of workshops in Managua, Leon and Chinandega such as conference rooms, working space, catering, audio, and visual equipment.

Specific procurement notices for contracts to be tendered under competitive bidding procedures and for the procurement of consultancy services, works and non consultant services will be announced as they become available, on the websites UNDB (www.devbusiness.com) and dgMarket (www.dgmarket.com), the MCA-Nicaragua website, and the main local newspapers of Nicaragua, as applicable. The procurements are open to all bidders from eligible source countries as defined in the MCC Program’s Procurement Guidelines, which can be downloaded at the MCA-Nicaragua website.

When appropriate, bidding documents which contain the description of services, all technical specifications and any further information will be available at MCA-Nicaragua’s web site, under the title “Contrataciones”. The procurement processes will be executed in accordance with the MCC Program’s Procurement Guidelines, considering equal opportunities of gender.
