URBAN TRANSPORT PROJECT
GENERAL PROCUREMENT NOTICE
Project ID Nos. P100619 and P092509

1. This general procurement notice is being published in the current Development Business.

2. The Government of the Republic of Ghana has applied for a credit from the International Development Association (IDA) in the amount of US$45 Million toward the cost of the Ghana Urban Transport Project (UTP), and it intends to apply the proceeds of this credit to payments for goods, works, related services and consulting services to be procured under this project. The project will be jointly financed by the Global Environmental Facility (US$7 Million), Agence Francaise de Developpment (US$27 Million equivalent) and the Government of Ghana (US$15 Million). Bidding for contracts financed by the World Bank will be governed by its eligibility rules and procedures.

3. The project will include the following components:

Component 1 - Institutional Development: Policy and institutional reforms including include strengthening of the Urban Passenger Transport Units (UPTUs) strengthening the policy environment, regulation of passenger transport, environmental planning and monitoring, capacity building to relevant agencies, training programs, and the provision of equipment and vehicles.

Component 2 - Traffic Engineering, Management and Safety: Traffic management measures in the Accra and Kumasi areas; area-wide traffic signal control in areas Accra and Kumasi; (c) Traffic enforcement and education, and the design and supervision of works activities associated with the above.

Component 3 - Development of a Bus Rapid Transit System: Construction of about 9 km of BRT infrastructure including segregated bus-ways, interchange facilities, and terminals and facilities for pedestrians and NMT, design and supervision of construction of the BRT infrastructure including the development of an Accra BRT Web site for broader dissemination and information sharing.

Component 4 - Integration of Urban Development and Transport Planning for Better Environmental Management: This component would provide support to update integrated urban and transport development plans, through technical advisory services and procurement of goods.
Component 5 - Project Outcome Monitoring: The subcomponents are studies to support the monitoring of project outcomes through evaluation of transport and social impact indicators, environmental impact indicators, and capacity development indicators.

4. Procurement of the goods, works and services contracts identified below to be financed by the credit and grants will be conducted through the procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, (May 2004, revised October 2006), and is open to all bidders from eligible source countries as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, revised October 2006)

• Goods: Supply of motor vehicles for the project office, relevant ministries, and MTTU. Supply of Equipment for Urban Passenger Transport Units (UPTUs), and specified Road Sector Agencies, and supply of equipment for MMDAs
• Works: Construction of works associated with (i) the BRT Infrastructure, (ii) Traffic Management in Accra and Kumasi, and (iii) Area Wide Traffic Signal Control in Accra and Kumasi, and
• Services: Selection of consultants to (i) Study, Design and Supervise the construction of BRT Infrastructure, (ii) Study, Design and Supervise of Area Wide traffic Study for Kumasi, (iii) Supervise the Traffic Management Measures in Accra and Kumasi, (iv) Develop a BRT Business Model, (v) Undertake Traffic Enforcement and Education, provide specialist support to Project Advisory Office, and Monitor the Project indicators

5. Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for large-value consultants’ contracts will be announced, as they become available, in Development Business and in local Ghanaian newspapers.

6. Prequalification of contractors will be required for the contract for the construction of Bus Rapid Transport (BRT) infrastructure
