1. This is an update of the General Procurement Notice (GPN) of the above project that first appeared in United Nations Development Business, Issue No. 674 of March 16, 2006

2. The Government of Kenya has received financing in the amount of US$ 28 million equivalent from the World Bank and the Department for International Development (DFID) of the United Kingdom toward the cost of the Financial and Legal Sector Technical Assistance Project, and it intends to apply the remaining proceeds to payments for goods, related services and consulting services to be procured under this project. The project is scheduled for completion at the end of March 2010.

3. The overall development objective of the project (impact) is to create a sound financial system and strengthened legal framework and judicial capacity that will ensure broad access to financial and related legal services. The project consists of the following seven (7) components:

• Component 1: Financial and Judicial Sector Strategy Development which focuses on supporting the developing of comprehensive strategies ($0.8 million).
• Component 2: Restructuring and Privatisation of Financial Institutions which will support restructuring and divestiture of government-owned banks ($2.2 million).
• Component 3: Strengthening Financial Sector Regulators and the Deposit Protection Fund by reviewing, amending and/or drafting laws and regulations and building their capacity to enhance their effectiveness ($3.0 million).
• Component 4: Strengthening Debt Management and Debt Markets by setting up a unified and sustainable Debt Management Office (DMO), and making improvements to the operation of primary and secondary debt markets ($1.3 million).
• Component 5: Modernising the National Payments System by financing a Scripless Securities Settlement System, providing the necessary technical assistance and training, and overhauling the legal and oversight framework ($2.8 million).
• Component 6: Improving the Lending Environment through various interventions such as enhancing the Operations of the Department of the Registrar General, strengthening the land registration system, enabling the operation of a credit reference bureau by setting up a legal and regulatory framework and reviewing barriers to growth in the leasing industry ($2.3 million).
• Component 7: Legal and Judicial Reform covering a range of measures including but not limited to: establishing court and case management record systems; revising court procedures; staff education and training; harmonising and drafting laws in the financial and commercial sectors ($7.7 million).

4. Goods consisting of hardware, software and other equipment, and large-value consultancy services to support the project are expected to be procured under the World Bank’s international competitive bidding (ICB) procedures. Smaller value consultancy services will also be required to implement other project activities.

5. Procurement of contracts financed by the credit will be conducted through procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, and is open to all bidders from eligible source countries as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.

6. Specific procurement notices for contracts to be bid under the World Bank’s ICB procedures and for large-value consultancy contracts will be announced as they become available, in UN Development Business and dg Market, and in national newspapers.
