Inter-Governmental Authority on Development (IGAD) as Regional Authorising

6. Nature of contract: Fee-based.
7. Contract description: The objective of the contract is to provide
long- and short-term technical assistance to the IGAD Secretariat for
implementation of its institutional development and capacity building
(ID&CB) plan. The expected results are:
— to enhance support from the IGAD Secretariat to the IGAD Member States
in the area of its mandate,
— to improve administrative and financial management systems in line with
international standards and applied by the IGAD Secretariat, particularly
on procurement, internal financial controls and audit,
— to strengthen results-oriented multi-annual programming and budgeting
principles in the IGAD Secretariat, integrating both its own and external
resources,
— to enhance external profile of IGAD including successful cooperation
with international partners and donors.
The expected outcome is that implementation of the institutional plan will
make IGAD eligible for contribution agreements under EDF 10.
8. Indicative maximum budget: EUR 435 000.
