European Development Fund, Executive Secretary, SADC Secretariat, Private
Bag 0095, Gaborone, Botswana.
6. Nature of contract: Technical assistance.
7. Contract description: The fee-based contract provides for a long-term
regional programme coordinator with expertise in SPS issues and a
long-term capacity building expert. Both TAs will be recruited under a
service contract for a period of 4 years. There is also a provision for
short-term consultancy support.
The project's purpose is to harmonise food safety control regulations,
guidelines and procedures through institutional strengthening in the SADC
region, in conformity with international requirements, in order to
increase exports while complying with consumer food safety requirements.
In order to achieve this, the project has identified 5 outputs. The first
2 focus on assessments and revision of legislation and regulatory
frameworks relevant to SPS issues; 1 on strengthening a key element for
meeting SPS requirements, i.e. the capacity of laboratories; 1 on
improvement of communication and coordination between all stakeholders and
the final 1 on training and public awareness.
Using this broad-based approach, compliance with MRL has been put in the
broader context of trade and SPS issues, food control systems, food safety
and consumer protection at national and SADC regional level.
8. Indicative maximum budget: EUR 2 000 000 (long-term technical
assistance approximately EUR 1 300 000 and short-term technical assistance
approximately EUR 700 000).
9. Intended timing of publication: July/August 2007 (provided that the
Financing Agreement is signed).

11. Legal basis: ACP–EC Partnership Agreement signed at Cotonou on
23.6.2000.
Decision No 2/2002 of the ACP–EC Council of Ministers of 7.10.2002
published in OJ L 320 of 23.11.2002.
