This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, Issue no. 690 of 16 November 2006.
The Royal Government of Cambodia has received a Multi-Donor Trust Fund Grant admi¬nistered by the International Development Association in various currencies towards the cost of implementation of Public Financial Management Reform Program and intends to apply a portion of the proceeds of this grant to eligible payments under the contracts for supply of Goods.
The Reform Committee Secretariat (RCS) of the Public Financial Management Reform Program (PFMRP) of the Ministry of Economy and Finance (MEF) now invites sealed bids from eligible bidders for the supply of Goods and related Maintenance Services comprising:

-Lot 1: 75 Printers (Black and White) & 450 Toner/ink cartridges
-Lot 2: 5 Printers (Laser Color) & 30 Toner/ink cartridges
-Lot 3: 4 LCD Projector with screen
-Lot 4: 4 Scanners
-Lot 5: 30 Photocopiers (Medium size) & 180 Toner/ink cartridges
-Lot 6: 177 Desktop Computers & 1 package of 200 Multi User Licensed Software
-Lot 7: 10 Laptop Computers & 1 package of 10 Multi User Licensed Software
-Lot 8: 10 Photocopiers (Large size) & 60 Toner/ink cartridges

Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004), and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
Interested eligible bidders may obtain further information from RCS and inspect the Bidding Documents at the address given below at office hour from June 25, 2007 .

Qualifications requirements are specified in Section III. Evaluation and Qualification Criteria. A margin of preference for eligible national contractors shall be applied. Additional details are provided in the Bidding Documents.
A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written Application to the above address and upon payment of a non refundable fee of 294,000 Cambodian Riels or 70 US Dollars for each set. The method of payment will be by Bank Draft issued in favor of Reform Committee Secretariat (RCS) or by Bank telegraphic transfer to Account No. 0001-10-192814-1-9, Account Name: PFMRC-RCS, and Bank Name: ACLEDA Bank Plc., Bank Address: #28, Mao Tse Tung Blvd, Sangkat Beung Trabek, Khan Chamkarmon, Phnom Penh, Cambodia. The document will be sent by courier service for overseas and local delivery. Prospective bidders requiring overseas delivery by courier shall pay an additional amount of 504,000 Cambodian Riels or 120 US Dollars, and prospective bidders requiring local delivery by courier shall pay an additional amount of 84,000 Cambodian Riels or 20 US Dollars.
Bidders may quote for one or several lots. Bidders must bid for all items within a lot. A bid which does not offer all items within a lot shall be regarded as non-responsive and shall be rejected. Bids will be evaluated and award recommendations made on lot-wise basis.

Bids shall be valid for a period of 90 days after Bid opening and must be accompanied by bid security in the amounts of at least 2% of total bid price in the form of a Bank Guarantee issued by a reputable bank located in the Purchaser’s country, in the form provided in the bidding documents; issued in favor of the Purchaser and valid for twenty eight (28) days beyond the validity of the bid.

Bids and bid securities shall be delivered to RCS/ PFMRP, at the address given below, at 9:00AM, on 15 August 2007. Electronic bidding will not be permitted. Late bids will be rejected. All bids will be opened in the presence of the representatives of bidders and Project beneficiaries from the local community who choose to attend. The time and date of bid opening shall be the same as above.
