KABUL URBAN ROADS IMPROVEMENT PROJECT

GENERAL PROCUREMENT NOTICE
(Project ID No. P107101)

The Islamic republic of Afghanistan has applied for a Grant in the amount of US$ 18 million equivalent from the Afghanistan Reconstruction Trust Fund (ARTF) through the International Development Association (IDA) of the World Bank towards the cost of the Kabul Urban Roads Improvement Project (KURIP), and it intends to apply part of the proceeds to payment for goods, works, related services and consulting services to be procured under this project. The procurement under this project will include the following two components:

(a) Repair and Rehabilitation of Priority Roads and Side Drains US$15 million:
The scope of works will mainly include repair and overlay of the existing roads, repair of existing culverts and side drains along those roads.

(b) Project Implementation Support, Technical Assistance and Pilot Traffic Management
US$3 million:
This component will include services of an implementation consultant, TA to strengthen institutional capacity of KM, and a few traffic management pilot sub projects like improvement of junctions, sidewalk, etc.

Procurement will be required for the following:

Procurement of Goods shall include Office Equipment and Computer Equipment.

Procurement of Works shall include Civil Works including repair and overlay of the existing roads, side drains, cross drainage structures, repair of intersections, repair of footpaths, etc.

Consulting Services shall include the following:

1. Consultancy and training services for project preparation and implementation (including preparation of project document and technical annex, design and supervision of works, financial management, procurement management, human resources management, safeguards compliance, and capacity building);
2. Consultancy to institutional strengthening of Kabul Municipality.

Procurement of contracts financed by the Grant will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for large value consultancy contracts for consultancy services will be announced, as they become available, in UN Development Business, dgMarket and local newspapers.
