The Kyrgyz Republic has received financing in the amount of US$ 9 million equivalent from the World Bank toward the cost of the “Education for All – Fast Track Initiative (EFA-FTI) Catalytic Trust Fund” project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

The project will include the following three components:
Component 1: Improve physical and learning conditions in pre- and primary schools and promote community involvement in educational process.
This component pursues the goal of increasing attendance in pre-school and primary education by: (1) improving the infrastructure of 49 primary schools; (2) preparing for rehabilitation of kindergartens; (3) supporting nutrition in pre-schools and primary schools; (4) promoting community and parental involvement in the educational process.

Component 2: Improve learning and teaching conditions in pre-schools and primary schools.
This component will contribute to improving quality of pre-schools and primary school education by: (1) providing the necessary equipment and teaching materials; (2) improving the quality of pre-service training of teachers; and (3) improving in-service training of teachers.


Component 3: Improve MOES’ capacity to manage and monitor comprehensive education reform projects.

Subcomponent 3.1: Enhance MOES’ monitoring and evaluation capability.
The MoES, in particular the recently established and staffed Unit for Strategic Planning, will receive assistance in conducting a kindergarten and school census. This census will serve as a baseline as well as assist in preparation for second-tranche activities. In addition, procedures will be put in place (e.g. beneficiary satisfaction survey) to monitor project implementation and to conduct mid-term and first-tranche summative evaluation. Special attention will be paid to the issues of realizing EFA goals.


Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (dated May 2004 and revised on October 2006), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (dated May 2004 and revised on October 2006).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket and in local newspapers “Vecherniy Bishkek” and “Slovo Kyrgyzstana”.

Prequalification of suppliers and contractors will be required for the following contracts: Renovation of 49 selected schools in three pilot oblasts (6 NCB contracts).
