Expression of interest
This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business No. 631 of May 31, 2004.

The Government of Montenegro has received a credit from the International Development Association (IDA) in the amount of US$ 7 million equivalent toward the cost of the Montenegro Health System Improvement Project, and intends to apply part of the proceeds of this credit to payments under the contract for the development of software application for Primary Healthcare Services Providers, Institute for Public Health and Health Insurance Fund.

The services include:

A. Development and implementation of software application for primary healthcare providers for recording healthcare services, managing register of selections of personal physicians, managing costs related to healthcare services, invoicing to Health Insurance Fund and patients, managing basic electronic health care record and recording health statistical data. Application to be developed for 3-tier architecture with central database.

B. Development and implementation of software application for Institute for Public Health to support collecting, storing, analyzing and reporting health statistical data. Application should be developed to be used on local area network.

C. Development and implementation of three software applications for Health Insurance Fund:
• For managing database of selections of personal physicians, planning, calculating and payment of capitation.
• For planning the costs of healthcare services, for checking, storing and settling of invoices of primary health care providers.
• For managing contracts between Health Insurance Fund and healthcare providers.

Applications to be developed for existing platform of Health Insurance Fund (Oracle) as addition to the existing integrated information system.

Development and implementation of each software application contains the following services:
- software development,
- testing,
- training of users,
- installation,
- software maintenance during the first year of usage.

Software should be developed according to the defined functional requirements and specifications.

The Government of Montenegro now invites eligible companies to indicate their interest in providing the services. Interested companies must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions/regions, availability of appropriate skills among staff, local presence, etc.). Companies may associate to enhance their qualifications.

A company will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.
