THIS NOTICE REPLACES AND SUPERSEDES A PREVIOUS GPN PUBLISHED ON JUNE 11, 2007


The Government of National Unity, Sudan has received financing in the amount of US$10m equivalent from MDTF administered by the World Bank toward the cost of the Sudan Microfinance Development Facility Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. The Government of National Unity, Sudan, will contribute an equal amount equivalent to US$ 10 Million.

The project will support the establishment of the Sudan Microfinance Development Facility. The Facility is designed to support the establishment of new and existing microfinance institutions and providers through dissemination of best practices, technical assistance and training, financing and managing donor resources. It will support creation of new MFIs as well as downscaling banks and other providers to serve the sector. The project include the following components (i) Bank of Sudan microfinance regulatory capacity-building; (2) Development of the policies, procedures, and institutional framework; (3) Management and operation of the Facility, and; (4) Technical assistance and funding to microfinance providers.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, revised August 2006, and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, revised August 2006.

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket and Microfinance gateway web site, Central Bank of Sudan web site: www.cbos.gov.sd and in local newspapers.

Interested eligible bidders who wish to be included on the mailing list to receive invitations to prequalify/bid under ICB procedures, and interested consultants who wish to receive a copy of advertisement requesting expressions of interest for consultancy contracts, or those requiring additional information, should contact the address below.
