GENERAL PROCUREMENT NOTICE

REPUBLIC OF BELARUS

POST-CHERNOBYL RECOVERY PROJECT

LOAN NO. 4821

This general procurement notice updates that published in Development Business No. 673 of 28 February 2006.

The Republic of Belarus has received a loan from the International Bank for Reconstruction and Development (IBRD) in the amount of US$ 50 million equivalent, toward the cost of Post Chernobyl Recovery Project, and it intends to apply the proceeds of this loan to payments for goods, works, related services, and consulting services to be procured under this project.

The project will include final design, supply and construction works for the following main components:

• energy efficiency improvements in heat generation including modernization of boiler houses by replacing old and inefficient equipment and in few cases conversion to small size combined and heat power plants;

• energy efficiency improvements in the heat distribution system including replacement of old pipelines with high heat and hot water losses, with preinsulated pipelines, implementation of frequency converters and modernization of building level heat substations with modern heat exchangers, heating and ventilation systems control equipment and heat meters;

• energy efficiency improvements in public buildings including replacement of windows, replacement of leaking roofs and improvement of their thermal insulation, and replacement of inadequate lighting in schools and hospitals with modern energy efficient lighting systems;

• construction of gas pipelines (street pipelines and house connections) in towns and villages, where the main gas pipeline already exists. The project would also finance necessary heating equipment (small gas boilers, gas cookers, gas meters and regulators).

Procurement of contracts financed by the loan will be conducted through the procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, and is open to all bidders from eligible source countries as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for large-value consultants’ contracts will be announced, as they become available, in Development Business and in local newspaper “Respublika”.
