The Federal Government of Nigeria has applied for financing in the amount of US$65m (sixty-five million United States Dollars) equivalent from the World Bank toward the cost of the State Education Sector Project (SESP), for Kaduna, Kano & Kwara States, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the DFID

The project will include the following components:(1) School Development Scheme (SDS), (2) Quality Improvement in Basic Education in targeted LGEAs. ( 3) Institutional Development for Key Functions of State Ministries of Education and LGEAs , and (4) Project Management and Monitoring and Evaluation. There will be procurement of Goods and Works through ICB, and Consultancy Services using QCBS methods. ICB goods include procurement of textbooks and procurement of library books while ICB works include construction of new classroom blocks, administrative blocks, science laboratories and boreholes, as well as rehabilitation of existing classrooms.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket as well as technical magazines, newspapers and trade publications of wide international circulation and in local newspapers.

Prequalification of suppliers and contractors will not be required for any of the contracts.
