GENERAL PROCUREMENT NOTICE
IFAD Loan No. 670-GH

1. This General Procurement Notice is being published in the current Development Business. The Government of the Republic of Ghana has received a loan from the International Fund for Agricultural Development (IFAD) in the amount of US$27 Million equivalent toward the cost of the Root and Tuber Improvement and Marketing Programme (RTIMP) under the Ministry of Food and Agriculture, and it intends to apply the proceeds of this loan to payments for goods, works, related services and consulting services to be procured under this project.

2. The project will include the following components:
(a) Component A - Support to Increased Commodity Chain Linkages: will consist of market-driven, relatively innovative activities to initiate or improve the processes, structures and mechanisms, institutionally and ad hoc, that are necessary to increase demand-led commodity chain integration and, over time, empower farmer, processor, and trade organisations to manage their own development by building a broad-based Apex Body of the root and tuber commodity chain.

(b) Component B - Support To Root and Tuber Production: will essentially consists of a consolidation of previous root and tuber improvement programme activities, modified to reflect the assessment made by the interim evaluation and others. It will focus on the multiplication and distribution of planting materials, improved root and tuber cultivation, integrated pest management, soil fertility management and root and tuber related agricultural research.

(c) Component C - Upgrading of Root and Tuber Commodity Chains: will focus on the upgrading of manual and artisanal root and tuber processing in terms of technologies and business skills. It will work towards the increased availability and adoption of improved root and tuber processing technologies, enhanced business management, marketing and organisational skills, and assistance for small root and tuber processors to access rural financial services.

(d) Component D - Programme Coordination, Monitoring and Evaluation: will cover: (i) programme co-ordination and financial management; (ii) the establishment and operation of an effective monitoring and evaluation system for learning and programme piloting.

3. Procurement activities shall cover the following:
(i) Procurement of Goods:: Office, field and laboratory equipment, motorcycles and vehicles;
(ii) Procurement of Consultant Services will include:
• Conduct of Baseline Survey;
• Development of differentiated training curricula for production, processing and marketing of root and tuber crops;
• Design and development of Information Education & Communication strategy; and the
• Preparation of Gender Action Plan;

4. Procurement of contracts financed by the loan will be conducted through the procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004, revised October 2006), and is open to all bidders from eligible source countries as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, revised October 2006)

5. Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for large-value consultants’ contracts will be announced, as they become available, in Development Business. No prequalification of suppliers and contractors will be undertaken under this programme.

6.
