GENERAL PROCUREMENT NOTICE

BRAZIL

ALTO SOLIMÕES BASIC SERVICES AND DEVELOPMENT PROJECT
Project ID# P083997

1. The Government of Amazonas has applied for a loan from the International Bank for Reconstruction and Development (IBRD) in the amount of US$24.25 million to support the Alto Solimões Basic Services and Development Project, and intends to apply the proceeds of this loan to payments for goods, works, related services and consulting services to be procured under this project.

2. The project will include the following components: (A) - Policy and Institutional Strengthening for Regional and Cross-sectoral Development. Consists of four sets of activities. The first would center on policy development and institutional strengthening, while the remaining three sets of activities would focus on institutional, logistical and informational support for the execution of the proposed project. The component would finance ITC services, ITC equipment, consulting services for capacity building, monitoring and evaluation, preparation of regional policy plans and preparation of a multi-sectoral policy coordination strategy. (B) – Promotion of Competitive Sustainable Development Production. Consists of four sub-components aimed at promoting the sustainable and equitable development of the Alto Solimões Region by fostering the sustainable use of its renewable natural resources and putting in place an institutional and policy framework. The component would finance consulting services for training on technical and managerial skills, market access, marketing and product quality improvement, productive activity and policy preparation, institutional strengthening and management enhancement training; (C) - Water Supply and Sanitation. Consists of four sub-components to develop and implement (i) new institutional, regulatory, legal, operational and financial framework for WSS service provision, and (ii) new service delivery models and approaches for urban and rural WSS and urban solid waste disposal in Alto Solimões. The component would finance rehabilitation, expansion and installation of pilot water supply systems, rural and urban WS and solid waste disposal works and urban sanitation works and the new service delivery institutional setup, engineering design and works supervision for WS and solid waste disposal in urban and rural areas. (D) - Health. Consists of two sub-components to develop know-how, instruments and information environment to improve the performance and sustainability of publicly-financed health services in the State of Amazonas. The component would finance health unit remodeling, medical equipment, vehicles, health surveillance software, preparation of new basic care model, hospital cost system implementation, health base line studies, impact evaluation and hospital efficiency study.

3. Procurement of contracts financed by the loan will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, dated May 2004 and is open to all bidders from eligible source countries as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, dated May 2004.

4. Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for large-value consultants’ contracts will be announced, as they become available, in UN Development Business and/or local newspapers.

5.
