CONSULTANCY TO DESIGN AND IMPLEMENT A COMPREHENSIVE STRATEGIC PLAN FOR THE EXCISE DIVISION OF THE CUSTOMS AND EXCISE DEPARTMENT

Expressions of Interest for Individual Consultants

The Government of Barbados has received a loan from the Inter-American Development Bank (IDB) toward the Modernisation of Customs, Excise and Value Added Tax Areas Programme and intends to apply part of the proceeds of this loan to procure consultancy services for which this invitation is issued.
The consultancy involves the design and implementation of a comprehensive strategic plan for the Excise Division of The Customs and Excise Department. The objective of this consultancy is to outline the way forward for the Excise Division in its evolution from a process control to an audit based system. The consultant will be required to modernize the present administrative processes, especially those relating to tax collection and audit, with the view to strengthening the Excise Tax Operations.
The Government of Barbados, through the Customs and Excise Project Coordination Unit (PCU) for the Programme, now invites eligible Individual Consultants from member countries of the IDB with experience in Excise Tax Administration to express their interest in providing the required services. A consultant will be selected in accordance with the procedures set out in the project loan contract which may be may be obtained at the IDB Web site: www.iadb.org.
Interested individual consultants must provide information indicating that they are qualified to perform the consultancy (curriculum vitae; work experience in Barbados or other countries of similar conditions; competence in English, both oral and written; proposed methodology and any other relevant information). The Individual Consultant will be evaluated in accordance with the following criteria: Professional qualifications; Methodology and understanding of required services; Work experience in projects of comparable size, complexity and technical specialization; Work experience in Barbados and other countries of similar conditions; and Language proficiency – (competency in English, both oral and written)
Interested individual consultants must obtain further information from the first address below between the hours of 0900 - 1600 hours, Monday through Friday, except on public holidays.
Expressions of Interest clearly marked “Expression of Interest - Consultancy to Design and Implement a Comprehensive Strategic Plan for the Excise Division of the Customs and Excise Department,” must be delivered to the second address below no later than 16:30 hours, 30 June 2007.
Late submissions will not be accepted and will be returned unopened to the applicant. The Government of Barbados reserves the right to accept or reject any application received.
