Project: EMPOWERMENT OF THE POOR IN SIEM REAP

The Royal Government of Cambodia has received a Policy and Human Resources Development (PHRD) Trust Fund grant from the International Bank for Reconstruction and Development (IBRD) and it intends to apply part of the proceeds of this grant to eligible payment under contract for consulting services related to the preparation of the Empowerment of the Poor in Siem Reap (EPSR) Project.

The development objective of the EPSR Project is to improve incomes and capacities of the poor in Siem Reap by more effectively linking their livelihoods to the province’s growth engine - the tourism industry.

Preliminary analysis suggests the presence of many constraints that prevent the poor from linking effectively to the tourism sector. Some of these constraints lie on the demand and supply sides of the tourism economy. Other constraints are on account of missing linkages and issues related to the enabling environment in which the tourism economy and the poor operate. Consequently, the set of project activities, components, and institutional architecture to be formulated for the EPSR Project will need to be innovative and flexible to respond to these different constraints.

Given the above, preparation of the EPSR project will be undertaken in a phased manner. The first phase of project preparation shall involve scoping and diagnostic work through a comprehensive set of analytical studies that will: (a) validate the rationale of the project; (b) explore the nature of the constraints that prevent the poor from more fully linking to the tourism growth engine; and (c) identify possible strategies to address these constraints.

Using the findings and lessons from the scoping and diagnostic work, the design of the project at entry will be prepared. A number of design studies will be undertaken to provide key inputs to the final definition of the project’s scope, components, structure, detailed activities and options to be tried in parallel during the first phase of implementation, further analytical work to be undertaken, and the monitoring and evaluation (M&E) systems to be deployed during the initial phase of project implementation..

Consulting services will be required both for the analytical studies to be conducted during the "Scoping and Diagnostic" phase as well as for the "Project Design" phase during project preparation.

Procurement of contracts financed by the PHRD grant will be conducted through the procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, and is open to all bidders from eligible source countries. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for large-value consultants’ contracts will be announced, as they become available, in Development Business and in Cambodian newspapers.
