SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): The design and
construction of a new access road and tunnel at Gibraltar Airport.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The scheme is located at the Gibraltar
Internatinal Airport and the adjacent public highway. The scheme consists
of a new road access linking the City of Gibraltar to the frontier and
airport terminal and includes a new dual carriageway with a tunnel under
the airport runway linking to the frontier and airport terminal. The total
length of the scheme is approximately 1,25 km. The scheme is to be
designed in accordance with the UK Design Manual for Roads and Bridges as
amended by local standards in Gibaltar. The scope of the works includes
the detailed design of the scheme and construction including but not
limited to the following main elements: earthworks, retaining structures,
tunnel under the airport runway, street lighting works, drainange works,
road markings and signage, landscaping and temporary traffic management
required to facilitate the works.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 18 (from the award of the contract).
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: No deposits or guarantees
required at this stage but invited applicants will be required to submit a
50 000 GBP bid bond which will be returned on submission of a bona fide
bid. Succesful bidder will be required to submit a 10% of the contract sum
on-demand guarantee.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Terms of payment
will be strictly in pounds sterling (GBP) and as contained in contract
documents.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: Joint venture - as contained in the
invitation for pre-qualification documents.
III.1.4) Other particular conditions to which the performance of the
contract is subject: No.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: 1.
Certificate of enrolment on the professional or trade register under the
conditions laid down by the laws of the Member State in which the economic
operator is established.
2. Certificates issued by the relevant competent authorities attesting
that the economic operator has fulfilled its obligations relating to the
payment of social security contributions and taxes under the law of the
relevant State in which the economic operator is established.

necessary for evaluating if requirements are met: 1. Completed and audited
balance sheets for the last 3 years.
2. A statement of the overall turnover of the business of the economic
operator in respect of the works in the 3 previous fincial years.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: 1. Succesful experience in the
execution of at least 2 assignments of similar nature and complexity
comparable to the proposed project activity completed within the last 5
years.
