MILLENNIUM CHALLENGE ACCOUNT-CAPE VERDE

The Government of the Republic of Cape Verde has received grant funding of approximately United States Dollars One Hundred and ten million (USD 110 million) from the Millennium Challenge Corporation (MCC) of the United States Government to enable the Government of Cape Verde to implement the MCC Grant (Compact). The Government intends to apply parts of the proceeds of these funds to procure the following Goods, Works and Services during the coming six month period.

Total estimated value of Procurements for the six month period covered – About US$8 million.

Procurement of Goods in the Watershed Management and Agriculture Support, Program Administration, Private Sector Development, Monitoring & Evaluation, Infrastructure, and general MCA-Cape Verde Administration sectors to include:

*Furniture and Equipments for rural extension center
*Laboratory equipments
*Irrigation materials and agriculture inputs
*Computer Equipments: computers, file server, MS Project server
*Software to support microfinance activities
*Oracle DataBase Server License; Microsoft Server Operating System; Cluster Server License
*Interbank Payment Software and Training

Procurement of Works in the Watershed Management and Agriculture Support, Program Administration, Private Sector Development, Monitoring & Evaluation, Infrastructure, and general MCA-Cape Verde Administration sectors to include:

*Rehabilitation works of the Extension Center in three islands (Fogo, S. Antão e S. Nicolau)
*Construction of reservoirs, diques, contour walls and terraces in three islands ( Fogo, S. Antão e S. Nicolau)
*Demolition of one warehouse in Port of Praia

Procurement of Services (to include Consulting Services) in the Watershed Management and Agriculture Support, Program Administration, Private Sector Development, Monitoring & Evaluation, Infrastructure, and general MCA-Cape Verde Administration sectors to include:

*Technical assistance to reorganize water distribution for the project in the three islands
*Training for MAA technicians on supervision of works
*Technical assistance for development of the protocol for lifting of the embargo on horticulture products from Santo Antão
*Architecture & engineering projects for warehouse for packing, conservation & treatment
*Double entry accounting system
*Accounts organization specialist
*Organization specialist
*Treasury specialist
*SISP Connection
*Technical assistance to develop solutions related to financial programming and execution by quarter
*Technical assistance to develop E-Procurement strategy and E-procurement information system solution
*Procurement training
*Consultancy phase II: Technical Assistance to MFI's
*Special Study on Maritime Transportation
*Special Study on Agribusiness
*Technical assistance to develop the M&E information system and database
*Port Impact Evaluation Methodology Design
*Port Economic Baseline Study
*Special Study on Economic Impact of Port
*Data Quality Review
*GIS Database
*M&E Manual
*Programming of the MS Project
*System Analyst
*Training: SPSS , GIS, MS PROJECT
*Port project management consultant firm

Contracts for Goods, Works and Services financed under the program will be implemented according to the principles, rules and procedures set out in the Millennium Challenge Compact Procurement Guidelines, dated October 2005 and revised November 2006.
