Request for Expressions of Interest

The Barbados Cooperatives Credit Union League Ltd. (BCCULL) has applied for financing from the Multilateral Investment Fund of Inter-American Development Bank (IDB) toward the cost of the project “Institutional Strengthening of the Savings and Loan Cooperatives Sector of Barbados”, and it intends to apply part of the proceeds for consultant services.
The objective of the consultancy is to provide technical assistance to the Co-operatives Department, the Barbados regulatory agency for credit unions and co-operatives. The services include: (i) development of tools and procedures to implement risk-based supervision; (ii) training and provision of technical assistance in the areas of risk-based supervision; (iii) recommendations on exchange visits; (iv) recommendations on on-site inspections; (v) recommendations on improving existing procedures for AML/CTF; and (v) recommendations on the current Cooperative Law.
The firm will be offered a lump sum contract for 240 days spread over two years. The consultancy is expected to commence in July 2007. The consulting firm’s team will work in Barbados and in their country of residence.
The IDB now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Firms may associate to enhance their qualifications.
A firm will be selected in accordance with the procedures set out in the Policies for the Selection and Contracting of Consultants financed by the Inter-American Development (GN-2350-7) that may be obtained at the IDB Web site: www.iadb.org.
