Contract specifications:
6. Object of the contract: Technical assistance contract.
7. Contract description: Mobilisation of technical assistance staff for
two separate sections of an education support programme worth EUR 16 000
000:
1) 2 technical assistants, resident in the country, for the project
management unit: 1) 1 principal technical assistant (31 man-months)
responsible, along with the programme's national director, for operational
aspects of programme implementation (annual planning, preparation and
monitoring of invitations to tender) and for supporting the Education
Ministries (national and autonomous islands) in the implementation of the
sector-based education policy; 2) 1 technical assistant (12 man-months)
with good knowledge of the administrative, contractual and financial
aspects of implementation under 9th EDF procedures (follow-up of
accounting and finances in particular);
2) a technical assistant (12 man-months) to support, along with the
principal technical assistant, the Education Ministries (national and
autonomous islands) in the implementation of the sector-based policy. Said
person will be required for approximately 3 months per year, and will be
backed up by short-term experts (assignments totalling 9 man-months in
all) depending on the ministries' requirements.
8. Number and titles of lots: 1 lot.
9. Maximum budget available: EUR 1 050 000.
10. Any additional services: Additional services such as ad-hoc studies
(on aspects of capacity building for ministries, for example) are possible
during the contract term if so required.
Conditions for participation:
11. Eligibility: Participation in the contract is open to all legal
entities from the European Union Member States and from the countries and
territories of the regions covered and/or authorised by the regulations
regarding Community external assistance and all other instruments
applicable to the programme under which the contract is financed (see 30).
Participation of natural persons is governed by the instrument that
specifically applies to the programme under which the contract is
financed.
12. Application: Any eligible natural person or legal entity (as defined
in 11) or grouping of said parties (consortium) may apply.
A consortium can be a permanent grouping with legal status or an informal
grouping created with a specific invitation to tender in mind. All the
members of a consortium (i.e. lead company and all other members) shall be
jointly and severally liable vis-à-vis the contracting authority.
Should an ineligible natural person or legal entity (as defined in 11)
take part, this will result in the application concerned being
automatically disqualified (in particular, the application from the whole
consortium where said party belongs to a consortium).
13. Number of applications: Natural persons or legal entities can only
submit 1 application irrespective of whether they take part as a sole
legal entity, or as a lead company or member of a consortium submitting an
application. Should a natural person or legal entity submit more than 1
application, all the applications involving said party will be
disqualified.
14. Prohibition on alliances between shortlisted candidates: Tenders
which include companies not mentioned on the application forms used to
compile the shortlist will be disqualified from this restricted procedure.
Candidates invited to tender may not form alliances or subcontract to each
other for the contract in question.
15. Grounds for exclusion: Candidates must sign and enclose with their
application the statement provided in the standard application form
confirming that they are not in any of the situations described in Section
2.3.3 of the Practical Guide to contract procedures for EC external
actions.
16. Subcontracting: No.
17. Number of candidates invited to tender: There must be at least 4, but
no more than 8, candidates on the shortlist.
Provisional schedule for activities:
18. Scheduled date for dispatch of invitations to tender: 15.1.2007.
19. Scheduled date for commencing activities: May 2007.
20. Initial contract length, and possible extension: 31 months, based on
the duration of the longest service to be provided (i.e. that of the
principal technical assistant, 31 man-months).
Selection and award criteria:
21. Selection criteria: The following selection criteria will be applied
to candidates. Where applications are submitted by a consortium, then the
criteria will apply to the consortium as a whole.
1) Candidates' economic and financial capacity:
a) average annual income for the past 2 years must have been more than EUR
900 000;
b) cash and cash equivalents at the beginning and end of the financial
year must be in surplus, overall.
2) Candidates' professional capacity:
a) at least 5 of the candidates' staff must be currently working in fields
connected with this contract;
b) at least 20 % of those employees working for candidates this year in
fields connected with this contract must be on permanent contracts.
3) Candidates' technical capacity:
a) since January 2001 candidates must have participated (or presently
participate) in the implementation of at least 3 projects in social
sectors where the value of each project was no less than EUR 500 000.
If more than 8 applications prove to be eligible, i.e. meet all the
selection criteria, then the strengths and weaknesses of these candidates'
applications will need to be re-examined to determine which 8 applications
for the invitation to tender are the most suitable. Only the following
factor will be considered in the re-examination:
1) the number and value of projects carried out (or presently being
carried out) by candidates in the education sector since January 2001.
22. Award criteria: The criteria are specified in the invitation to
tender dossier appended to the letter of invitation to tender which will
be sent to shortlisted candidates.
Application submission procedures:
23. Final date for submission of applications: 27.12.2006 (16:00).
Applications received after this deadline will be rejected.
24. Application submission procedures and information to be supplied: The
standard application form must be used for applications. This form is
available from the following web address:
http://europa.eu.int/comm/europeaid/index_fr.htm. The clauses and format
of this form must be strictly adhered to.
Additional documentation (brochure, letter, etc.) enclosed with the
application will not be considered.
25. Procedures for dispatch of applications: Applications must be
submitted to the contracting authority only, i.e. the Ministre d'État des
finances et du budget, l'Ordonnateur national du FED:
— either by registered post (official postal service), to the following
address:

— or by bearer (express courier services in particular) with the
application delivered straight to the contracting authority, in return for
a signed and dated acknowledgement of receipt, at the following address:

The contract title and the contract notice number (see 1) must be clearly
marked on the envelope containing the application and must be quoted in
all subsequent correspondence with the contracting authority.
Applications submitted in any other way will not be considered.
26. Amendments to or withdrawal of applications: Tenderers may amend or
withdraw their tender by giving notice thereof in writing before the final
date for submission of tenders. Tenders cannot be amended once this
deadline has passed.
Notice of amendments to or the withdrawal of a tender must be drawn up and
sent as per the instructions given in 25. The word 'modification'
(amendment) or 'retrait' (withdrawal), as applicable, must be written on
the outside envelope.
27. Working language: All correspondence concerning this invitation to
tender procedure and contract must be in French.
