6. Type of contract: Technical assistance for the programme to enhance
the planning and budgeting process.
7. Contract description: The programme to enhance the planning and
budgeting process aims to improve efficiency and accountability in the
management of public finances in Angola.
The services of the technical assistance staff will be called on to
improve the procedure used to draw up the budget in the Ministries of
Finance and Planning, particularly with regard to coordinating the 2
ministries, and the sectoral ministries within these central ministries,
at central and regional levels. The technical assistance staff will also
work to support the technical and financial management of the project.
The following staff must be included in the technical assistance team:
— 1 coordinator responsible for technical assistance to the Ministry of
Planning in its national planning (drawing up of planning and monitoring
instruments, system methodologies for data collection and analysis,
identifying training needs),
— 1 expert to support the Ministry of Finance (in the Budgeting
Department: internal cost reviews, revision and updating of budgetary
instruments),
— 1 expert in new technologies (harmonisation of software, financial
information system),
— 6 experts for budgetary support in the provinces,
— 1 pool of short-term experts for ad-hoc assignments (planning,
budgeting, monitoring and assessment, internal control, training and
development, etc.).
8. Number and titles of the lots: 1 lot.
9. Maximum budget: EUR 6 250 000.
10. Any additional services: No.
Conditions for participation:
11. Eligibility: Participation in the invitation to tender is open to all
natural persons and legal entities from the EU Member States and from
countries and territories covered and/or authorised by the regulation or
other specific instruments applicable to the programme under which the
contract is financed (see 30) and by the Regulations on access to
Community external assistance. Participation of natural persons is
governed by the specific instruments applicable to the programme under
which the contract is being financed.
12. Application: Natural persons or legal entities who are eligible (see
11) or groupings of said parties (consortia) may apply.
A consortium can be a permanent grouping with a legal status or an
informal grouping created for a particular tender. All the members of a
consortium (i.e. lead company and all other partners) are to be jointly
and severally liable vis-à-vis the contracting authority.
Should an ineligible natural person or legal entity take part (see 11)
this will result in the party concerned being automatically disqualified.
Should the ineligible party be a member of a consortium, their exclusion
will result in the consortium being excluded.
13. Number of applications: Natural persons or legal entities can only
submit 1 application regardless of the form their participation may take
(as an individual legal entity, lead company or partner in a candidate
consortium). Eligible legal entities considered in law to be part of the
same grouping may also only submit or participate in 1 application. Should
a natural person or legal entity submit more than 1 application, all the
applications involving said party (or legal entities belonging to the same
grouping) will be disqualified.
14. Prohibition on alliances between shortlisted candidates: Tenders
which include companies/organisations not mentioned on the application
forms used to compile the shortlist will be excluded from this restricted
procedure. Shortlisted candidates may not form alliances or subcontract to
each other for the contract in question.
15. Grounds for exclusion: As part of the application form candidates
must sign a declaration that they are not in any of the exclusion
situations referred to in Section 2.3.3 of the Practical Guide to contract
procedures for EC external actions (available from the following web
address: http://europa.eu.int/comm/europeaid/index_pt.htm).
16. Subcontracting: Subcontracting is not permitted.
17. Number of shortlisted candidates: Depending on the applications
received, between 4 and 8 candidates will be invited to submit detailed
tenders for this contract.
Provisional timetable:
18. Scheduled date for the dispatch of invitations to tender: November
2006.
19. Scheduled date for commencing the contract: March–April 2007.
20. Initial contract length and possible extension: 41 months.
Selection and award criteria:
21. Selection criteria: The following selection criteria will be applied
to candidates. Where an application is submitted by a consortium, these
criteria will apply to the consortium as a whole.
1) Candidates' economic and financial capacity:
1. candidates' average annual turnover for the past 2 financial years and
the current financial year must total at least EUR 2 000 000. Where
consortia are involved, this figure applies to the consortium as a whole;
2. cash flow at the beginning and end of the financial year must have been
positive during the past 2 financial years and during the current
financial year.
2) Candidates' professional capacity (see sections 4 and 5 of the
application form):
1. at least 10 people on candidates' payroll must work at present in
fields connected with this contract: experience in technical assistance
regarding planning and budgeting, public finance technical assistance at
central and regional levels, training of national management, EDF
procedures (contracting and budget management programme), new information
technologies, instruments and planning methodologies, budgeting,
monitoring, follow-up and management of multidisciplinary technical
assistance teams;
2. at least 20 % of all those persons working for candidates at present in
fields connected with this contract must be permanently employed.
3) Candidates' technical capacity (see sections 5 and 6 of the application
form):
1. candidates must have worked satisfactorily in the past 3 years on at
least 5 development projects in Africa with a budget of at least EUR 1 000
000 per project (this condition refers to the part of the project run by
the candidates themselves. If projects were managed by various companies,
then only the part managed directly by candidates themselves will be taken
into account);
2. candidates must have worked satisfactorily in the past 3 years on at
least 3 projects in fields connected with this contract with a budget of
at least EUR 500 000 per project (this condition refers to the part of the
project run directly by candidates; if projects were managed by various
companies, then only the part managed directly by candidates themselves
will be taken into account).
If these contracts were financed by the European Commission, then
candidates must also state the contract number and the European Commission
department for which the service was performed.
Economic operators may, where necessary and for a specific contract, make
use of the capacities of other bodies, irrespective of the legal nature of
the connection between themselves and said bodies. In such a case, they
must provide the contracting authority with proof that they will have the
resources needed to carry out the contract by, for example, producing a
signed commitment from said bodies to make such resources available.
Consortia of economic operators may, on the same terms and conditions,
make use of the capacities of consortium members or of other bodies.
Should more than 8 eligible candidates meet the selection criteria, the
applications will be re-examined to determine which 8 applications for the
tender procedure are the most suitable. Only the following criteria will
be taken into consideration in this re-examination:
1. number, type and relevance of the projects listed under 3.2 of the
selection criteria;
2. experience in southern Africa;
3. experience in Portuguese-speaking developing countries;
4. specific experience in public finances (planning and budgeting).
22. Award criteria: The criteria are set out in the invitation to tender
dossier appended to the letter of invitation to tender which will be sent
to shortlisted candidates.

23. Final date for receipt of applications: 18.10.2006 (10:00), local
time in Luanda.
Applications received after this deadline will not be considered.
24. Information to be supplied and application form: Applications must be
submitted on the application form, available from the following web

format of which must be strictly adhered to.
Any additional documentation (brochure, letter, etc.) enclosed with the
application will not be considered.

The contract name and the publication reference (see 1), plus the
following, 'Não abrir o envelope pelo serviço de correios' must be clearly
marked on the envelope containing the application, and quoted in all
subsequent correspondence with the contracting authority.
Applications submitted in any other way will not be considered.
26. Amendment or withdrawal of applications: Candidates may give notice
in writing of their intention to amend or withdraw their applications
before the final date for receipt of applications. Applications may not be
amended after the final date for their receipt.
Notifications of amendment or withdrawal must be drawn up and submitted in
accordance with the procedures in 25. The words 'Alteração' (amendment) or
'Retirada' (withdrawal), as applicable, must be written on the outer
envelope (also on inner envelope, if applicable).
27. Working language: All correspondence regarding this invitation to
tender procedure and the contract must be in Portuguese.

30. Legal basis: ACP-EU Cotonou Agreement, signed on 23.6.2000. Decision
No 2/2002 of the ACP-EC Council of Ministers of 7.10.2002 on the
