Summary:
Individual service contract forecast
Regional Programme for Central Africa, based in Libreville (Gabon), with
national sections in the following countries:
— Cameroon (Yaoundé and Dja Reserve),
— Central African Republic (Bangui, Ngotto Forest, village hunting areas
in the North),
— Congo (Brazzaville and Odzala National Park),
— Gabon (Libreville and the Lopé National Park),
— Equatorial Guinea (Bata and Monte Alen National Park),
— Democratic Republic of Congo (Kinshasa and Salonga National Park),
— Democratic Republic of Sāo Tomé and Príncipe (Ôbo National Park).

Programmation du Développement of the Gabonese Republic, acting as
Regional Authorising Officer, Libreville.
NB: the National Authorising Officer for the Republic of Cameroon will be
the contracting authority for technical assistance provided in this
section.
6. Object of the contract: Contract for long-term and short-term
technical assistance with programme implementation.
7. Contract description: Indicative duration: 36-48 months.
The technical assistance personnel will be responsible for implementing
the programme under the authority of the Regional Authorising Officer who
will delegate the management of national sections to the National
Authorising Officers in the countries covered by the programme.
The programme aims to support the planned development and management of
protected areas in 7 Central African countries. It comprises:
— a regional coordination unit based in Libreville,
— 8 local sections (2 in the Central African Republic, 1 in each of the
other countries) providing beneficiary countries with institutional
support.
The programme will be run under the annual 'programme estimate' system,
the EDF controlled part of which will be managed directly by the technical
assistance personnel under the powers delegated to them by the Regional
Authorising Officer or the National Authorising Officers by subdelegation.
The programme's regional coordinator will be in charge of all the
technical assistants in the national sections. The sections will work in
close cooperation with the regional coordination unit, the national
supervisory authorities and the EC Delegations in the relevant countries.
The sections will be involved at every stage of the programme's
implementation, and particularly with the formulation and approval of the
annual programme estimates.
Short-term technical assistance services (support assignments) will also
be required.
8. Maximum budget available: EUR 8 795 000, or XAF 5 769 141 815.

11. Legal basis: ACP-EU Cotonou Agreement, signed on 23.6.2000.
Decision No 2/2002 of the ACP-EC Council of Ministers of 7.10.2002
regarding the implementation of Articles 28, 29 and 30 of Annex IV to the
Cotonou Agreement and its Annex.
Financial Regulation applicable to the 9th EDF and general regulations on
contracts financed by the EDF.
