Background

Grenada experienced a significant increase in the rate of Human Immune-Deficiency Virus (HIV) infection and the number of certifiable Acquired Immune Deficiency Syndrome (HIV/AIDS) cases since the mid-1980s. BY 2000, research and experience in the Caribbean and world-wide provided information and guidance on the scale, causes and costs of the epidemic, as well as actions to prevent and control its spread. A high level of political commitment and multi-sectoral partnerships beyond the health sector were identified as main conditioning factors for success. The Caribbean Conference on HIV/AIDS held in Barbados in September 2000, was attended by several Heads of Governments and Health Ministers from the region. At the Conference, all governments pledged to scale up their national HIV/AIDS prevention and control programs, following a set of regionally agreed guidelines and priorities for action.

The Government of Grenada (GOG) subsequently signed a Loan/Credit Agreement No. 7140 – GRD and No. 3706-GRD with the World Bank to develop an HIV/AIDS Prevention and Control Project, under the World Bank Multi-Country APL for the Caribbean Region. The project has four components, promotion and behavioural change; prevention and control; access to treatment and care; and institutional development, management and surveillance.

Each of these components holds significant implications for measuring changes in stigma and discrimination, behaviour change, prevention and control of HIV/AIDS in the general population and in target groups infected and affected by HIV/AIDS such as CSX, TSW, MSM, youth, beach boys, pregnant women, prisoners, etc., and care and treatment of PLWAS.

In order to do so, a Baseline Data Set which allows future comparisons and measurements of changes in the status of the epidemic and in sexual behaviour will have to be established.

Objective

1. To establish a Baseline on prevalence of HIV/AIDS, in the general population, in population 15-49 years old (males and females), and to the extent possible in the following high- risk groups: CSW, TSW, MSM, pregnant women, prison inmates, uniformed personnel and “beach boys”.

2. To establish a Baseline on knowledge, attitudes, beliefs and practices of the population 15-49 years old (males and females) towards HIV/AIDS in Grenada.

Scope of Work

The consultant will be required to:

1. Review the Project Appraisal Document for the HIV/AIDS Prevention and Control Project financed under the Bank Loan/Credit N0 7140 – GRD and related research material on KAPB HIV/AIDS surveys and indicators.
2. Design the survey methodology which includes design of KAPB questionnaires for personal interviews and sampling frame.
3. Develop the survey instrument (questionnaire) that would provide baseline data for measuring indicators for the HIV/AIDS Project (annex 1)
4. Field Pre-test the survey instrument
5. Finalize the survey instrument
6. Consultation with key stakeholders
7. Ensure that all supervisors and interviewers are thoroughly trained
8. Ensure the proper implementation of the Survey, taking measures to ensure that the data are of high quality
9. Employ a system of verification of survey administration that does not violate the principles of confidentiality
10. Ensure that there is a minimum response rate of 80%
11. Clean the data captured to ensure consistency
12. Key in the data into computer-readable format
13. Conduct preliminary statistical analysis
14. Conduct workshop with key stakeholders
15. Conduct Final statistical analysis of data
16. Prepare Final report on the Baseline from data analyzed.


Qualifications


i. Post Graduate degree in Public Health, Epidemiology or Social Science from a recognized university or related discipline or combination of experience and qualification with a strong research content. Experience in conducting surveys or other social research such as KAPB surveys will be an asset.

ii. IT/computer programming with experience in design, use and application of data management and epidemiologic software

Resource Capability:
The Consultant should have:



- capability to recruit qualified staff and students to implement the study
- Capability to conduct surveys in particular KAPB surveys
- capability to provide training in research methodology to participating
staff and students.


Salary:

The consultant will be contracted for a period of two (2) years at a salary commensurate with his/her qualifications and experience.
