Vacancy for the post of Director National Aids Directorate


Background

In an effort to improve its health system and adequately scale up initiatives to prevent and control the growing risk of HIV/AIDS infection at the National level, the Government of Grenada has received assistance from the World Bank to finance an HIV/AIDS Prevention and Control Project. This project is aimed at curbing the spread of the disease, reducing the Morbidity and Mortality attributed to HIV/AIDS, improving the quality of life for persons living with HIV/AIDS (PLWAs), and developing a sustainable organizational and institutional framework for managing the spread of HIV/AIDS over the long term. The program will be under the direct supervision of the Prime Minster’s Office working closely with the National Aids Council (NAC), and the Project Coordination Unit (PCU) Ministry of Finance, who is responsible for the procurement and financial management aspects of the project.

As part of the project a National Aids Directorate (NAD) was created as the executive and secretarial arm of the NAC and responsible for preparing annual work plans with co-implementing agencies; supervising implementation of co-implementation agencies work plans; assuring relevance and technical soundness of HIV/AIDS interventions; and monitoring and evaluating project effectiveness. The NAD is specifically responsible for the ongoing management of the project, in particular the Promotion and Behavioral Change and Prevention and Control components.

The Government of Grenada wishes to invite suitable qualified persons to apply for the position of Director of the Grenada HIV/AIDS Prevention & Control Programme.

Duties and Responsibilities:

- Provide leadership to the National Aids Directorate (NAD).

- Provide full support to the National Aids Council (NAC) and facilitate a pro-active dialogue on the risks of HIV/AIDS and the measures needed to address the risks.

- Assist in representing Grenada’s interests in international forums such as (UN, UNAIDS, CARICOM among others) and in regional and bilateral consultations and negotiations.

- Manage the development of annual multi-sectoral HIV/AIDS prevention and care work programs with the collaboration of line ministries, NGO-FBO-CBOs, and other active stakeholders.

- Advocate for legal and social changes favorable to the control of the spread of HIV/AIDS.

- Assist in mobilization of resources from international agencies for implementation of the national prevention and care policy.

- Facilitate and lead the development of a comprehensive strategy for control of the epidemic.


- Working closely with the NAC and PCU, manage key components of the National Strategy and HIV/AIDS Prevention and Control Project, relating to prevention and control and behavioral change.

Qualifications

i. Post-graduate qualification in Public Health or degree in Medicine.

ii. A minimum of five (5) years experience at the managerial level of an HIV/AIDS or related project

iii. Demonstrated understanding of the social, economic, cultural and political determinants of the HIV/AIDS epidemic as well as its consequences and impact on the health and social systems at a country level.

iv. Demonstrated experience in policy formulation and application relating to health care management in particular HIV/AIDS issues.

v. Demonstrated Experience in project management.

vi. A good track record working directly with government and non-governmental organizations, as well as with international agencies and donor organizations on HIV/AIDS issues.

Salary:

The Director will be contracted at a salary commensurate with his/her qualifications and experience.
