VACANCY FOR POSITION OF DIRECTOR, NATIONAL INFECTIOUS DISEASE CONTROL UNIT


Background

In an effort to improve its health system and adequately scale up initiatives to prevent and control the growing risk of HIV/AIDS infection at the National level, the Government of Grenada has received assistance from the World Bank to finance an HIV/AIDS Prevention and Control Project. This project is aimed at curbing the spread of the Disease, reducing the Morbidity and Mortality attributed to HIV/AIDS, improving the quality of life for persons living with HIV/AIDS (PLWAs), and developing a sustainable organizational and institutional framework for managing the spread of HIV/AIDS over the long term. The program will be under the direct supervision of the Prime Minster’s Office working closely with the National Aids Council (NAC), and the Project Coordination Unit (PCU) Ministry of Finance, who is responsible for implementation of the procurement and financial management aspects of the project.

The National Infectious Disease Control Unit (NIDCU) of the Ministry of Health was formed as part of the Project, to reduce the burden of common infectious diseases, and arresting outbreaks threatening public health such as HIV/AIDS. The NIDCU is responsible for specific HIV/AIDS programs for MTCT, and control of STIs, and for coordinating the testing and counseling, patient surveillance and records, in collaboration with physicians and clinicians. It is also responsible for administration of ARV drugs.

The Ministry of Health wishes to employ a Director to lead the NIDCU and manage the functioning of the unit for a period of two (2) years on a full-time basis. He/she will be responsible for the quality of its operations which includes supervision of Screening and Contact tracings as well as surveillance and research.

Duties and Responsibilities

The duties and responsibilities of the Director include;

- Provide leadership to the National Infectious Disease Control Unit (NIDCU).

- Develop research protocols, and design and conduct studies relating to the
spread of HIV/AIDS in the general population.

- Liaise with similar type institutions in neighboring countries and specialist
regional organizations to ascertain the current state of infection, clinical practices and emerging concerns relating to HIV/AIDS that may have an impact on the spread of the virus in the tri-island state of Grenada, Carriacou and Petite Martinique.

- Act as the consulting specialist to the program.

- Advocate for legal and social changes favorable to the control of the spread of HIV/AIDS.

- Assist in mobilization of resource from international agencies for achieving NIDCU’s goals and activities.

- Report to the Chief Medical Officer (CMO) and being responsible to the CMO for the execution of these duties.


- Working closely with the National Aids Directorate, multi-sectoral stakeholders and PCU, Manage key components of the National Strategy and HIV/AIDS Prevention and Control Project, relating to treatment and care.

Qualifications and Experience:

i. Post-graduate qualification in Public Health with a concentration in epidemiology or a related discipline.

ii. A degree in medicine with specialization in infectious diseases such as HIV/AIDS.

iii. A minimum of five (5) years experience in HIV/AIDS case management.

iv. Experience in development, interpretation and application of policies and standards relating to health care management.

v. Demonstrated understanding of the social, economic, cultural and political determinants of the HIV/AIDS epidemic as well as its consequences and impact on the health and social systems at a country level.

Salary:

The Director will be contracted at a salary commensurate with his/her qualifications and experience.
