INVITATION FOR BIDS (IFB)

(1) The Government of Grenada – Ministry of Education has received a loan from the International Bank for Reconstruction and Development (IBRD) and a credit from the International Development Association (IDA) towards the cost of the OECS Education Development Project and intends to apply part of the funds to cover eligible payments under the contract for Rehabilitation and Expansion of Grenada Boys Secondary School (GDICBW:01). Bidding is open to all bidders from eligible source countries as defined in the Guidelines: Procurement under IBRD loans IDA Credits.

(2) The Project Management Unit of the ministry of Education acting as the implementing agency for the Government of Grenada invites sealed bids from eligible bidders for the rehabilitation and expansion of Grenada Boys Secondary School.

(3) The works consist of Rehabilitation of the existing classroom/laboratories Block A and extension thereto and construction of two new blocks as follows:

(4) A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address given in (i) below for a non refundable fee of US$ 150.00 or EC$ 450.

Interested bidders should pay the required amount into the Ministry’s project account (Account No. 3000423) at the Bank of Nova Scotia in St. George’s and collect a receipt which should be taken to the address given at (i) below so that the document can be issued.

(5) Bids shall be valid for a period of 120 days after bid opening and must be accompanied by a bid security of US$ 64,000 or EC$ 172,800 and shall be delivered at the address given at (ii) below on or before 3:00 p.m. January 20, 2006 at which time they will be opened in the presence of bidders who wish to attend.

(6) The Government of Grenada (GOG) does not bind itself to accept the lowest or any bid. Also, the GOG will not reimburse any bidder for costs associated with bid preparation and submissions.

(7) A pre-tender meeting will be held at 10:00 a.m. on January 6, 2006 on the school compound. This meeting will seek to clarify doubts and ambiguities prospective bidders may have and to facilitate the submission of complete and responsive tenders.
