GENERAL PROCUREMENT NOTICE

GOVERNMENT OF THE REPUBLIC OF GHANA
HEALTH SERVICES REHABILITATION PROJECT III

1. The Government of Ghana has received a loan of UA 17.63 million and a grant of UA 1 million from the African Development Fund, a loan of UA 8.8 million from the Nordic Development Fund and a loan of UA 0.4 million from the United Nations Development Programme (UNDP) to finance the Health Services Rehabilitation Project III.

2. The overall sector goal is to improve the delivery of quality basic health care services at the district levels and is targeted at the poor and disadvantaged groups. The principal and specific objectives of this project are: i) strengthening of basic health services as well as HIV/AIDS prevention programmes in the two (2) districts of Amansie East in the Ashanti Region and Wassa West in the Western Region, ii) the provision of safe blood transfusion services by building and equipping three (3) Blood Transfusion Centres in Accra, Kumasi and Tamale and, iii) human resource development for improved health service delivery.

3. The project consists of three (3) components viz. a) Support to the two District Health Services, b) Support to Blood Transfusion Services and c) Project Management.

4. Procurement of goods and works will be in accordance with the Bank's Rules of Procedure for the Procurement of Goods and Works. Acquisition of the services of Consultants will follow the Bank's Rules of Procedure for the Use of Consultants. Under Goods, hospital equipment & furniture, drugs, supplies and HIV/AIDS kits will be procured using International Competitive Bidding (ICB) whilst small drugs & supplies for District Health Services as well as equipment for Project Management will be done using National Shopping. Civil works will be procured using ICB. Professional services for civil works and accounts auditing will be procured through Short-Listing. Technical assistance for institutional support, HIV/AIDS prevention programme and technical health training will be done through Single-Source Selection. Sub-regional and in-country training will be sourced through Direct Negotiations.
