Eligibility of Bidders:   Bidders should be aware that the Labour Clauses (Public Contracts) Act, Cap 349 shall – in so far as is applicable to the tender – apply to any contract made in respect of the tender. Full details of the conditions of the Act Cap 349 may be obtained from the Chief Labour Officer, National Insurance Building, Fairchild Street, Bridgetown. Bidders should submit the certificate required by paragraph 3 of the schedule to the Act with their tender.
All corporate applicants must include with their tenders a copy of the company’s Certificate of Incorporation as evidence of the fact that it is an existing registered company as of the date of application. Failure to provide such certificate will render the tender void. The certificate must be in the name of the applicant.
Local applicants are advised that the above-referred certificate means a Certificate of Incorporation issued under the 1985 Companies Act of Barbados or, where applicable, a Certificate of Continuance and/or a Certificate of Amendment. Certificates must be dated after 31 December 1984.
Any firm incorporated outside of Barbados which is awarded a contract will be required to be registered in Barbados as an external company under the Companies Act of Barbados

Invitation for Prequalification


This invitation for prequalification of contractors follows the general procurement notice for this project that appeared in UN Development Business No. 560 of 16 June 2001.
The Government of Barbados has received a loan from the Inter-American Development Bank (IDB) for the partial financing of the Coastal Infrastructure Program, and it intends to apply part of the loan proceeds to payments under the contract for construction of the coastal infrastructure works.
The principal objective of the program is to ensure a healthy environment and continued economic development of Barbados through improved management and conservation of the coastal zone.
The program comprises a range of coastal management works and activities related to four specific objectives:
- Shoreline stabilization and erosion control
- Restoration of coastal habitats
- Improvement of public coastal access
- Institutional strengthening for coastal management

In order to achieve these objectives a package of investment works, located at seven sites, are being designed for which construction works will be required. Of these seven sites only one, the Crane Beach Enhancement Program, will be included as part of this prequalification process.
These projects will be tendered as separate projects, but contractors may prequalify for one, all or any other combination of the projects listed above.
The Government of Barbados now invites qualified firms from IDB’s eligible member countries to express their interest in being prequalified to tender for the investment works to be undertaken as part of the Coastal Infrastructure Program. The method of prequalification is international competitive prequalification.
The scope of works for the program consists of:
- Construction of approximately 75 linear meters of temporary haul roads from the end of new road to the edge of the submerged reef and protect existing concrete and gabion structures designated to remain
- Construction of a 160 meter-long sloped and stone armored submerged reef (approximately 6,000+ m3 of rock)


- Dismantle, salvage, stockpile, reuse and/or dispose of selected materials from existing headland and associated existing structures (approximately 3000 m3 of rock)
- Construction of approximately 180 linear meters of stone revetment (approximately 600 m3 of assorted rock products) complete with concrete walkway treatments, stairs and wood appurtenances
- Receive, place and grade approximately 7,000 m3 of owner supplied sand beach fill
- Demolish, scarify, excavate, load haul and expose of existing roadway surfaces where indicated and replace, grade, compact, install kerb and repave approximately 180 m of access road as shown in the plans and specifications.

Construction of the offshore, submerged reef will involve the placement of armor stones in depths of several meters of water. The approximate date for these works is April 2006 – August 2006. The approximate cost for these works is US$ 2,500,000.
The applicable rules of the IDB will apply in determining the eligibility of the contracting firms. Works performed under this contract will be subject to the provisions of the relevant loan contract entered into between the Government of Barbados and the Inter-IDB.

The successful bidder will be required to enter into a contract drawn up by or in a form approved by the Solicitor General or another approved Legal Officer in the Public Service. A surety for the due performance of the contract will be required by the way of one of the following methods listed below: (a) by way of a deposit with the Treasury of a sum of money or approved securities to the value of no less than 10 per cent of the contract price; or (b) by way of a Bank or an accredited Insurance Company whose liability shall be no less than 10 per cent of the contract price. The cost of obtaining such a surety shall be the responsibility of the contractor, who need not specifically make arrangements for sureties unless and until the tender has been accepted; or (c) by way of satisfactory personal sureties.

Contractors seeking to be prequalified are required to submit a completed prequalification application form. In the comparison of applications, all those factors, methods and criteria specified in Section III – “Evaluation Criteria” will be used, in accordance with the provisions stipulated in the instructions to applicants.
Prequalification pplication forms may be obtained from the Coastal Zone Management Unit between the hours of 0900 and 1600, Monday through Friday, upon payment of a non-refundable fee equivalent to $ 100 Barbados, or fifty US$ 50, at the first address below.
Clarification and further information may be obtained at the same address. Any contracting firm wishing to prequalify must complete the necessary prequalification application form. In the case of joint ventures, each firm must submit a separate application form
The prequalification application form must be completed in English, enclosed in a sealed envelope, clearly marked on the top right hand corner “Ministry of Housing, Lands & Environment, Invitation to Contractors for Prequalification for the Construction of Coastal Infrastructure Programme Works Loan Agreement No. 1386/OC-BA”, and addressed to the Chairman, Special Tenders Committee, C/o Central Purchasing Department, at the second address below.
The prequalification application form must be delivered by 1630 hours (Barbados time) on Wednesday, 2 November 2005. Applications reaching the Central Purchasing Department after the closing time and date will not be considered. The applications should be placed in the tender’s box located at the Central Purchasing Department.
Prequalification applications will be opened at the Central Purchasing Department in the presence of applicants’ representatives who choose to attend at 1030 hours on Thursday, 3 November 2005.
Applicants will be advised in due course of the result of their applications. Only applicants prequalified under this process will be invited to bid for the works.
No application will be considered unless it complies with the conditions set out in this notice and in the instruction to bidders. The government reserves the right to accept or reject any or all applications.
