GENERAL PROCUREMENT NOTICE
Project ID No. P079749

The GOVERNMENT OF GHANA intends to apply for financing from the World Bank under a Project Preparation Facility (PPF) toward the preparation cost of the PROPOSED WEST AFRICA REGIONAL TRANSPORT AND TRANSIT FACILITATION PROGRAMME, and intends to apply part of the proceeds to payments for goods, related services and consulting services to be procured under this Facility.

The project will include the following components

Phase 1

A. Feasibility Studies for the Programme
Activities to be undertaken will include the following among others:

i) Feasibility study and preliminary design for the strengthening of Kintampo – Tamale – Paga (396 Km) road pavement to a transit corridor standard;
ii) Road Safety assessment of the Transit corridor Accra-Ouagadougou-Bamako, definition of an action plan and development of guidelines to improve safety of transporters and populations living along the road corridor;
iii) Identification of a program of rest stops for truckers (location, cost estimate, schematics). Four large rest stops will be included in the feasibility study above and eight smaller rest stops will be the subject of a separate study.
iv) Preliminary design of road to access new container area in the port of Tema;
v) Preliminary design for improving parking area for trucks outside of the port of Tema

B. Social and Environmental Impact
Activities to be undertaken include but no are limited to:

i) using existing environmental impact assessment system to prepare specific environment and resettlement guidelines and prepare Action Plan for Phase 1;
ii) Prepare a Resettlement Policy Framework especially in highly urbanized areas of the entire central corridor (Accra-Kumasi-Paga) and prepare resettlement action plans when necessary.

Phase 2

C. Activities to be undertaken among others are:

iii) Detailed engineering design and preparation of bidding documents for the strengthening of the Kintampo – Tamale – Paga road, including investments for improving road safety (second phase of contract for feasibility study included in phase 1);
iv) Detailed engineering design of rest stop for truckers and preparation of bidding documents;
v) Detailed investment plan to improve road safety on the Accra-Ouagadougou-Bamako corridor and preparation of bidding documents;
vi) Programme of Activities based on the Government’s Axle Load Control Policy;
vii) Detailed engineering design of road to access new container area in the port of Tema;
viii) Detailed engineering design for improving parking area for trucks outside of the port of Tema.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Specific procurement notices for contracts to be bid under the world Bank’s International Competitive Bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dg Market and in local newspapers.

A Request for Expression of Interest is published the same day for consultants interested in services to be procured under the Project Preparation Facility.
