RECONSTRUCTION OF ACEH LAND ADMINISTRATION SYSTEM

GENERAL PROCUREMENT NOTICE

The National Land Agency has received a Grant from the Multi- Donor Trust Fund for Aceh and North Sumatera in the amount of US$ 28.50 Million equivalent toward the cost of the Reconstruction of Aceh Land Administration System Project, and it intends to apply part of the proceeds of this grant to payments for goods, works, related services and consulting services to be procured under this project.

The project will include the following components :
Part A: Reconstruction of Property Rights and Issuance of Land Titles;
Part B: Reconstruction of BPN (National Land Agency) Institutions in Aceh; and Part C: Project Management.

Limited International Bidding procedures will be used to award the contracts for survey equipment. Consultant services will be required to assist BPN to resolve issues in order to accelerate the reconstruction of the land administration system in Aceh, and in strengthening the capacity of the BPN land offices and the Project Implementation Unit in Aceh. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.

Procurement of goods and works financed by the grant will be conducted through the procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, and is open to all bidders from eligible source countries as defined in the guidelines.

Specific procurement notices for contracts to be bid under the World Bank's International Competitive Bidding (ICB) procedures and for large-value consultants' contracts will be announced, as they become available, in Development Business and in Indonesian newspapers.
