REQUEST FOR EXPRESSIONS OF INTEREST

This request for expressions of interest follows the General Procurement Notice for this project that appeared in dgMarket.com of September 1, 2004.

The Government of the Republic of Indonesia through Land Management and Policy Development Project (LMPDP) has received a loan from the International Bank for Reconstruction and Development (IBRD) and a credit from the International Development Association, and intends to apply part of the proceeds of this loan/credit to payments under the contracts for:

(A) Socio-economic Baseline Study. The overall study will require an analysis of the social and economic conditions in selected project areas and assess the social, economic and environmental impact of the land titling program. The scope of work of the study are: (a) develop a methodology to measure the social, economic and environmental impact of the land titling program; (b) collect data about the social and economic profile in project and non project areas; and
(c) identify key issues for improvement in the implementation of systematic land registration. The assignment will commence in 2006.

(B) Project Management Consultant. The assignment will be part of a package of support which will result in deployment of a team (minimum 5) of management project firm throughout PIUs in total period of 4 years. The prime role will be in the coordination of BPN PIU activities and outputs, and the establishment of appropriate management procedures to ensure reports are complete and timely. It is envisaged that the assignment will commence in 2006 until 2009.

The contracts for each of the services will be awarded to the selected consulting firm.

The National Land Agency now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.

Interested consultants may obtain further information at the address below during office hours from 10.00 a.m. to 15.00 p.m. from Monday to Friday.

Expressions of interest must be delivered to the address below by the latest September 3, 2005 at 15.00 p.m.
