The Government of Azerbaijan will as an extension to the Greater Baku Water Supply Rehabilitation Project (GBWSRP) negotiate a Supplementary Loan from the World Bank for the preparation and implementation of a proposed Public Utility Services Program (The Program). The Program will cover extended water metering and rehabilitation of water distribution systems.

The proceeds of the Supplementary Loan will be applied to fund proposed consulting services under Sectorization, implying a division of the service area into sectors, with the objectives:
a) To control water inflows and water actually consumed;
b) To control water pressures in the distribution networks;
c) To gain an understanding for physical water losses in the distribution networks and in internal plumbing systems for apartment buildings; and
d) To indentify priorities in distribution network rehabilitation.

The Sectorization represents a comprehensive approach to controlling water consumption and to identifying physical water losses. The Sectorization should be assumed to proceed gradually with areas to be selected on priority basis. Actual implementation of distribution network rehabilitation can then be phased based on prioritization and availability of financial resources.

The consulting services would thus include: relevant studies and network analysis; preparation of detail engineering design including tender documents; and potentially construction supervision. The Consultant should be a corporate firm or joint venture and should have prior experience from similar assignments and from working in Azerbaijan and/or neighbouring countries.

The consulting services would be assumed to start by end 2005 for a duration of about 12 months or in case of inclusion of construction supervision 24 months.

AZERSU, the company responsible for water supply and wastewater on a national level, now invites eligible local and international consultants (or joint ventures between the two) to EXPRESS THEIR INTEREST in providing referred to consulting services. Interested Consultants must provide relevant information indicating that they are qualified to perform the services. This should include description of similar assignments, experience gained under similar conditions, and availability of appropriate skills and staffing resources.

Consultants will be selected for short-listing in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, published in May 2004.

Interested consultants may obtain further information at the address below during office hours from 0900 to 1700 hours.

One original and two copies of the EOI must be delivered to the address below not later than 2nd of September 2005 by 1200 hrs in a sealed envelope clearly marked “Expression of Interest for Sectorization under proposed Utility Services Program (Baku Water Supply)”.
